Although the role of the military advisor to senior foreign officials is honored in political history, it became almost a forgotten art when it was needed in Afghanistan and Iraq. American military services are now fully engaged in nation-building in the Iraqi and Afghan conflict zones, and the advisory responsibility seems certain to be needed elsewhere. Advisors have become an invaluable part of the nation-building process, and whether they are assigned to counsel and work with governors, generals, or Cabinet Ministers, their role has an impact on America's overall political and military strategy. This guidebook draws on the experiences of diplomats and military officers who have served in such roles, and whose work with senior foreign officials was carried out in conflict zones at critical times. Although examples are drawn from life in the Islamic world, the precepts have widespread application, and the examples will be an important part of any future advisor's preparation.

This book concerns the role of the American military advisor. Military officers have frequently been called upon to serve as advisors to foreign officials and to play seminal roles in the political and development realms overseas. In today's Iraq and Afghanistan, the role of the military advisor has expanded greatly, and the relationships established by American officers at the strategic level with local Governors, Cabinet Members and other civilian policymakers are easily as important as any strictly military officer to military officer role. The advisory function traditionally has not been part of military preparation and training, yet the consequences of failure or success on the part of American military advisors are far-reaching for the United States.

The Army has recently embarked on massive advisory missions with foreign militaries in Iraq, Afghanistan, and elsewhere around the globe. This historical study examines three cases in which the U.S. Army has performed this same mission in the last half of the 20th century, In Korea during the 1950s, in Vietnam in the 1960s and 1970s, and in El Salvador in the 1980s. The Army thought it learned: The need for U.S. advisors to have extensive language and cultural training, the lesser importance for them of technical and tactical skills training, and the need to adapt U.S. organizational concepts, training techniques, and tactics to local conditions. These lessons are still important and relevant today. This is a print on demand report.

The Will to Win focuses on the substantial role of US military advisors to the Republic of Korea Army (ROKA) from 1946 until 1953 in one of America’s early attempts at nation building. Gibby describes ROKA’s structure, mission, challenges, and successes, thereby linking the South Korean army and their US advisors to the traditional narrative of this “forgotten war.” The work also demonstrates the difficulties inherent in national reconstruction, focusing on barriers in culture and society, and the effects of rapid decolonization combined with intense nationalism and the appeal of communism to East Asia following the destruction of the Japanese empire. Key conclusions include the importance of individual advisors, the significance of the prewar advisory effort, and the depth of the impact these men had on individual Korean units and in a few cases on the entire South Korean army. The success or failure of South Korean government in the decade following the end of World War II hinged on the loyalty, strength, and fighting capability of its army, which in turn relied on its American advisors. Gibby argues that without a proficient ROKA, the 1953 armistice, still in effect today, would not have been possible. He reexamines the Korean conflict from its beginning in 1945—particularly Korean politics, military operations, and armed forces—and demonstrates the crucial role the American military advisory program and personnel played to develop a more competent and reliable Korean army.

This volume presents a number of case studies of military advisors and missions in order to provide clear historical examples of the evolution, functioning and motives of foreign military advising in the modern era. Containing essays by US contributors covering a wide range of countries and spanning nearly 200 years of history, the case studies show the evolution of foreign military advising from ill-organized mercenary units, to professional, government-sponsored teams driven by a desire to cultivate political and economic influence, to Cold War tools for pursuing ideological aims, nation building, and modernization, to post-Cold War elements of alliance integration. Finally, the book highlights the increasing present-day role of private corporations, some of which provide complete military forces, thereby bringing the evolution of foreign military advising full circle. This book will be of interest to students of military history, civil-military relations, peacekeeping, security studies and political science in general.
