The Next Jihad

The Next Jihad draws from the on-the-ground experience and personal testimonials of two of the world’s leading advocates for religious freedom and human rights—one Jewish and one Christian—as they explain what’s happening to Christians across Africa, why it matters, and what must be done now. Although news of Christians being killed overseas hits major media outlets from time to time, the news quickly fades away while our fellow believers continue to suffer. Johnnie Moore, as he has done before, wants to awaken the church and American politicians to the daily horrors happening to Christians, focusing this time on Africa. While the world has been fixated on jihadist threats in the Middle East, terrorists from Nigeria to Kenya have had free reign to massacre on a scale far beyond that of the terrorists in Iraq and Syria. Whole villages have been razed, mothers and children have been grotesquely killed, and an unabashed effort at ethnic cleansing has been embarked upon with unrelenting resolve. Their intention is to rid Africa of its Christians, either by forced conversion to Islam or by destruction and murder.

Islamic State has replaced Al Qaeda as the great global threat of the twenty-first century, the bogeyman we have all come to fear. But Daesh started as a local movement, rooted in the resentment of the Sunni Arabs of Iraq and Syria. It is they who have lost most in the geo-strategic shift in the balance of power in the region over the last thirty years, as Iranian-backed Shias have mobilised politically and advanced on the social and economic fronts. How has Islamic State been able to muster support far beyond its initial constituency in the Arab world and to attract tens of thousands of foreign volunteers, including converts to Islam, and seemingly countless supporters online? In this compelling intervention into the debate about Islamic State's origins and future prospects, the renowned French sociologist of religion, Olivier Roy, argues that the group mobilised a highly sophisticated narrative, reviving the myth of the Caliphate and recasting it into a modern story of heroism, death and nihilism, using a very contemporary aesthetic of violence, well entrenched amid a youth culture that has turned global and violent.

In 2019, Islamic State lost its last remaining sliver of territory in Syria, and its Caliph, Abu Bakr al-Baghdadi, was killed. These setbacks seemed to herald the Caliphate's death knell, and many now forecast its imminent demise. Yet its affiliates endure, particularly in Africa: nearly all of Islamic State's cells on the continent have reaffirmed their allegiance, attacks have continued in its name, many groups have been reinvigorated, and a new province has emerged. Why, in Africa, did the two major setbacks of 2019 have so little impact on support for Islamic State? The Islamic State in Africa suggests that this puzzle can be explained by the emergence and evolution of Islamic State's provinces in Africa, which it calls 'sovereign subordinates'. By examining the rise and development of eight Islamic State 'cells', the authors show how, having pledged allegiance to IS Central, cells evolved mostly autonomously, using the IS brand as a means for accrual of power, but, in practice, receiving relatively little if any direction or material support from central command. Given this pattern, IS Central's relative decline has had little impact on its African affiliates-who are likely to remain committed to the Caliphate's cause for the foreseeable future.

So-called Islamic State began to appear in what it calls Khorasan (Afghanistan, Pakistan, Central Asia, Iran and India) in 2014. Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. This is the first book on a new frontier in Islamic State's international jihad.

In February 2014, al-Qaida issued a statement that shocked the entire Jihadi movement. For the first time in its history, the group declared that a local affiliate, the Islamic State in Iraq, was no longer part of al-Qaida. The renegade Iraqi group, led by Abu Bakr al-Baghdadi, had expanded its operations to Syria, taking over the regional branch Jabhat al-Nusra; but in the process, the group had defied orders from al-Qaida's amir, Ayman al-Zawahiri. Islamic State's actions, and increasingly aggressive posture towards fellow Jihadis, eventually ignited a Jihadi civil war-a period defined by internal tensions that ultimately turned global. With devastating impact, this fitna left the Jihadi movement more polarized and fragmented than ever, seriously threatening its internal cohesion. Jihadi Politics presents the first exhaustive account of infighting within the global Jihadi movement. Based on years of digital anthropology, hundreds of primary documents, and interviews with Jihadis, it offers an unprecedented glimpse into historic and current conflicts between and within Jihadi groups. This thorough examination of the years 2014-2019 offers a more nuanced understanding of the current state of Jihadism, with important insights into its future evolution-including Islamic State's role in Afghanistan.

That Syria's ongoing civil war is so brutal and protracted has only compounded the situation, as have developments in Iraq and Lebanon. Ranging across the battlefields and international borders have been dozens of jihadi Islamist fighting groups, of which some coalesced into significant factions such as Jabhat al Nusra and the Islamic State. This book assesses and explains the emergence since 2011 of Sunni jihadist organizations in Syria's fledgling insurgency, charts their evolution and situates them within the global Islamist project. Unprecedented numbers of foreign fighters have joined such groups, who will almost certainly continue to host them. Thus, external factors in their emergence are scrutinized, including the strategic and tactical lessons learned from other jihadist conflict zones and the complex interplay between Al-Qaeda and the Islamic State and how it has influenced the jihadist sphere in Syria. Tensions between and conflict within such groups also feature in this indispensable volume.

Ever since the Soviet invasion of Afghanistan in 1979, fighters from abroad have journeyed in ever-greater numbers to conflict zones in the Muslim world to defend Islam from-in their view-infidels and apostates. The phenomenon recently reached its apogee in Syria, where the foreign fighter population quickly became larger and more diverse than in any previous conflict. In Road Warriors, Daniel Byman provides a sweeping history of the jihadist foreign fighter movement. He begins by chronicling the movement's birth in Afghanistan, its growing pains in Bosnia and Chechnya, and its emergence as a major source of terrorism in the West in the 1990s, culminating in the 9/11 attacks. Since that bloody day, the foreign fighter movement has seen major ups and downs. It rode high after the 2003 US invasion of Iraq, when the ultra-violent Al Qaeda in Iraq (AQI) attracted thousands of foreign fighters. AQI overreached, however, and suffered a crushing defeat. Demonstrating the resilience of the movement, however, AQI reemerged anew during the Syrian civil war as the Islamic State, attracting tens of thousands of fighters from around the world and spawning the bloody 2015 attacks in Paris among hundreds of other strikes. Although casualty rates are usually high, the survivors of Afghanistan, Syria, and other fields of jihad often became skilled professional warriors, going from one war to the next. Still others returned to their home countries, some to peaceful retirement but a deadly few to conduct terrorist attacks. Over time, both the United States and Europe have learned to adapt. Before 9/11, volunteers went to and fro to Afghanistan and other hotspots with little interference. Today, the United States and its allies have developed a global program to identify, arrest, and kill foreign fighters. Much remains to be done, however-jihadist ideas and networks are by now deeply embedded, even as groups such as Al Qaeda and the Islamic State rise and fall. And as Byman makes abundantly clear, the problem is not likely to go away any time soon.
