In this new edition of his classic reader, Michael Hill seeks to make the selected extracts reflect a more European outlook on the processess of policy-making and implementation. With reference to the third edition of his popular textbook, The Policy Process in the Modern State, Hill has maintained the thematic approach of the first edition, looking in turn at approaches to policy making in Europe, power, bureaucracy and the State, the rationality/incrememtalism debate, the role of organisational theory in policy implementation, street-level bureaucracy and discretion. Already praised as one of the best readers available in thisfield, Michael Hill's new edition will be even more valued as a reference and teaching resource by students and lecturers alike.

Now in a thoroughly revised Fifth Edition, An Introduction to the Policy Process provides students at all levels with an accessible, readable, and affordable introduction to the field of public policy. In keeping with prior editions, author Tom Birkland conveys the best current thinking on the policy process in a clear, conversational style. Designed to address new developments in both policy theory and policy making, the Fifth Edition includes examinations of: the Brexit referendum result and its effects on the UK, European Union, and world politics, as well as the 2016 election of Donald Trump as President of the United States, and the ways in which these events have caused voters and policy makers to rethink their assumptions; changes to the media environment, including the decline of newspapers and television news, the growth of social media, and the emergence of "fake news"; new policy theory developments like the emergence of the Narrative Policy Framework and continued and newer applications of existing theories of policy process like Advocacy Coalitions, Multiple Streams, Punctuated Equilibrium, and Institutional Analysis and Development; and all-new and updated chapter "at a glance" outlines, definitions of key terms, provocative review questions, recommended reading, visual aids and case studies, theoretical literature, and preentation slides and Test Banks to make teaching from the book easier than ever. Firmly grounded in both social science and political science, An Introduction to the Policy Process provides the most up-to-date and thorough overview of the theory and practice of the policy process, ideal for upper-level undergraduate and introductory graduate courses in Public Policy, Public Administration, and Political Science programs.

Zahariadis offers a theory that explains policymaking when "ambiguity" is present—a state in which there are many ways, often irreconcilable, of thinking about an issue. Expanding and extending John Kingdon's influential "multiple streams" model that explains agenda setting, Zahariadis argues that manipulation, the bending of ideas, process, and beliefs to get what you want out of the policy process, is the key to understanding the dynamics of policymaking in conditions of ambiguity. He takes one of the major theories of public policy to the next step in three different ways: he extends it to a different form of government (parliamentary democracies, where Kingdon looked only at what he called the United States's presidential "organized anarchy" form of government); he examines the entire policy formation process, not just agenda setting; and he applies it to foreign as well as domestic policy. This book combines theory with cases to illuminate policymaking in a variety of modern democracies. The cases cover economic policymaking in Britain, France, and Germany, foreign policymaking in Greece, all compared to the U.S. (where the model was first developed), and an innovative computer simulation of the policy process.
