The Political Commissioner

Based on four years of embedded observation in the cabinet of a European Commissioner, this book develops a sociology of international political work. Empirically, it offers an insider's chronicle of the European Union between 2015 and 2019. The analysis traces the successes and failures of Commissioner Pierre Moscovici and his team on five issues that defined European politics between 2015 and 2019: the Greek crisis, budgetary disputes with Spain and Portugal, the rise of populism in Italy, the reform of the eurozone, and the fight against tax evasion. The aim is not to ascertain whether the Commission's policy was good or bad, but to understand how political work is done in a European Union where the 'spectacle of power' is blurred by 24 official languages, 28 national histories, a powerful technocracy, and sometimes opaque institutions. As a life-long socialist politician and former French finance minister, Pierre Moscovici was perhaps the most intensely political character in Jean-Claude Juncker's self-styled 'Political Commission'. Brandishing his leftist identity, rejecting technocratic talk, he surrounded himself with staffers sharing his ambition - but also critical of his actions. Shadowing them from the corridors of the Berlaymont, the seat of the European Commission, to Washington and Athens, The Political Commissioner throws light on the partisan struggles that shaped the Juncker Commission, tensions with the Eurogroup and the Parliament, and recurring conflicts with the Member States. It also shows how political staffers operate informally and in their interaction with the media and civil servants, as they craft and sell public policies to the public. Flak-Catchers explores the ways in which riot commissions-the institutional bodies appointed by an executive in the aftermath of a race riot to determine a riot timeline, investigate causes, and offer prescriptions for change-have dealt with racial violence in the United States over the last century. In studying five American riots and their commissions this book shows that riot commissions only serve to give the appearance of strong and responsive government action during uncertain times. They primarily benefit the instituting body by focusing on a restoration of law and order while undermining any larger civil rights message.

The Rowell-Sirois Commission and the Remaking of Canadian Federalism investigates the groundbreaking inquiry launched to reconstruct Canada’s federal system. Narrating Political Reconciliation offers a compelling approach to South Africa's Truth and Reconciliation Commission (TRC). It provides a critical theoretical account of how the TRC's reconciliation story came into being, and how it shaped and promoted the norms, practices and truisms central to the global 'reconciliation industry'. In particular, the book examines the material practices and rituals that underpinned the TRC. Claire Moon shows how the TRC narrated apartheid history as a sequence of gross violations of human rights perpetrated with a political objective, with the effect of transforming competing politico-moral claims into an 'objective' legal-technical discourse. She also shows how the TRC constructed victims and perpetrators as the key subjects of the new political order through ritual practices of confession, testimony, forgiveness and healing. Moon argues that, the TRC had multiple and divergent effects. Whilst it attempted to secure reconciliation, the TRC also generated new social conflicts around questions of justice, reparations and apartheid violence: it appeared to redeem those who profited from apartheid but did not directly perpetrate atrocities; it left unacknowledged the everyday suffering of thousands; it left undisturbed structures of material inequality within which political violence was made possible. Overall, Moon provides a unique approach to reconciliation and transitional justice in post-conflict and democratizing states, and this book serves as a challenging critical analysis of the field for students and scholars alike.
