Since the Rio ‘Earth’ Summit of 1992, sustainable development has become the major policy response to tackling global environmental degradation, from climate change to loss of biodiversity and deforestation. Market instruments such as emissions trading, payments for ecosystem services and timber certification have become the main mechanisms for financing the sustainable management of the earth’s natural resources. Yet how effective are they – and do they help the planet and developing countries, or merely uphold the economic status quo? This book investigates these important questions. Providing a comprehensive analysis and the latest research on sustainable development, the authors compare the divergent approaches to emissions trading. Included is a detailed investigation into illegal logging and the effectiveness of policy responses, with an evaluation of different forest certification schemes. Biodiversity offsets and environmental payments are also explored. Integral to the book are interviews and opinions of the key stakeholders in the political economy of sustainable development. This book reports the more policy-oriented results of the Biodiversity programme of the Royal Swedish Academy of Sciences Beijer Institute. The programme brought economists and ecologists together to consider where the problem in biodiversity loss really lies, what costs it has for society, and how it might best be addressed. The results are strikingly different from those reported in other works on the subject. Biodiversity loss matters for all ecosystems -- not just the megadiversity tropical forests. And it matters because it compromises the resilience and so the productivity of those systems. Biodiversity conservation requires the development of policies that change the behaviour of resource use everywhere -- not just in parks and reserves. The book is required reading for researchers and policy makers alike. It canvasses options for the reform of park management, biodiversity conservation projects, property rights, tax, trade and price regimes that are within the reach of governments everywhere.

From the first vague idea to use Konrad Hagedorn’s 60th birthday as an inspi- tion for taking stock of his vibrant academic contributions, this joint book project has been a great pleasure for us in many ways. Pursuing Hagedorn’s intellectual development, we have tried to reflect on the core questions of humanity according to Ernst Bloch “Who are we?”, “Where do we come from?” and “Where are we heading?” In this way, and without knowing it, Konrad Hagedorn initiated a c- lective action process he would have very much enjoyed ... if he had been allowed to take part in it. But it was our aim and constant motivation to surprise him with this collection of essays in his honour. Konrad Hagedorn was reared as the youngest child of a peasant family on a small farm in the remote moorland of East Frisia, Germany. During his childhood in the poverty-ridden years after the Second World War, he faced a life where humans were heavily dependent on using nature around them for their livelihoods; meanwhile, he learned about the fragility of the environment. As a boy, he - tended a one-room schoolhouse, where his great intellectual talents were first r- ognised and used for co-teaching his schoolmates. These early teaching expe- ences might have laid the foundations for his later becoming a dedicated lecturer and mentor.

Unsustainable subsidies are pervasive in the industry, agriculture, transport and energy sectors of most OECD countries. They are expensive for governments and can have harmful environmental and social effects. Eliminating these supports requires comprehensive approaches which are supported by top political leadership, transparent in their potential effects on all parties, consistent over the long-term, and often accompanied by transition supports. This volume uses sectoral case studies to illustrate that achieving change in structural policies such as subsidies depends largely on good governance practices.

Drawing on concepts in political economy, political ecology, justice theory, and critical development studies, the authors offer the first comprehensive, systematic exploration of the ways in which adaptation projects can produce unintended, undesirable results. This country case study, part of the Operations Evaluation Department (OED) A Review of the 1991 World Bank Forest Strategy and Its Implementation, evaluates World Bank operations in Cameroon for their consistency with the strategy. The strategic aspects of those operations are judged here on their relevance, effectiveness, efficiency, institutional development, and sustainability. The fundamental objective of the forest policy reform in Cameroon was to establish a transparent, equitable, and sustainable management system for forest resources. The outcome of the reform process was limited, for four reasons. First, the government of Cameroon lacked genuine commitment and the capacity to carry out the reform. Second, key actors in the reform process (particularly foreign logging companies and the parliament) chose to oppose it. Third, partners such as the World Bank failed to devise an implementation strategy compatible with the underlying dynamics of political and socioeconomic changes in Cameroon. Finally, while Cameroon's forest policy is well codified in documents, it is poorly implemented. Although the reforms have led to increased tax revenues and increased the share of GDP attributable to the forest sector, the structural underpinnings of the sector have been little affected. Government agencies in the sector continue to be weak. The international logging companies that dominate the sector continue to have a free hand in the development and use of the forest resources of Cameroon. Local communities were left out of the reform process, despite the declared objective to include them in forest resource management. Overall, the interventions of the Bank inside and outside the forest sector in Cameroon were relevant to its strategic objectives, but they were neither efficacious nor efficient. Because of weak institutional development, the achievements are unlikely to be sustained. The Bank should focus its future reform efforts in Cameroon on the collection and dissemination of relevant and reliable information, working with a larger set of stakeholders, and using more Cameroonian expertise to gain local perspective and build capacity. The success of such an approach hinges on government commitment and the cooperation of other donor countries, including those with timber interests in Cameroon.
