The Political Economy Of Inter Regional Fiscal Flows

Struggles over what a region receives, or should receive, from the budget of the central government are common to many countries. Discussions often focus on the measures of net fiscal flows or fiscal balances provided by the government or other actors. This unique book shows just how these flows are computed then interpreted and clarifies the often misunderstood economic and political motives that explain why some regions receive more monies than others. The Political Economy of Inter-Regional Fiscal Flows provides an overview of the main methods currently being used to measure fiscal flows , highlighting the advantages of the different approaches and interpreting their results. Based on rigorous analysis of the propaganda of five Western European separatist parties, this book provides in-depth examination of the ‘nationalism of the rich’, defined as a type of nationalist discourse that seeks to end the economic ‘exploitation’ suffered by a group of people represented as a wealthy nation and supposedly carried out by the populations of poorer regions and/or by inefficient state administrations. It shows that the nationalism of the rich represents a new phenomenon peculiar to societies that have set in place complex systems of wealth redistribution and adopted economic growth as the main principle of government legitimacy. The book argues that the nationalism of the rich can be seen as a rhetorical strategy portraying independent statehood as a solution to the dilemma between solidarity and efficiency arisen in Western Europe since the end of the Glorious Thirties. It further suggests that its formation can be best explained by the following combination of factors: (1) the creation, from the end of the Second World War, of extensive forms of automatic redistribution to a scale previously unprecedented; (2) the beginning, from the mid-1970s, of an era of ‘permanent austerity’ exacerbated, in specific contexts, by situations of serious public policy failure; (3) the existence of national/cultural cleavages roughly squaring with uneven development and sharp income differentials among territorial areas of a given state.

This book deals with the structure of Spanish politics: how citizens and parties locate themselves in political space, and how these actors make decisions based on their positions in the various dimensions this space consists of. The authors of this volume address the questions surrounding the dimensions of Spanish politics, the effect of the nationalist issue (Catalonia and the Basque Country) in Spanish political competition, the reasons for which the Catalans and the Basques appear as more left-wing than the rest of Spain, the ways in which Spanish voters make their choices, the political issues that are more polarizing in Spain, the background behind why the two main parties hold such similar positions on redistribution, whether the territorial conflict has an impact on preferences for redistribution and how the immigration issue alters political competition. All of these questions rely on the spatial theory of politics for their analyses. The data used in all the chapters come from a survey that was especially designed with the aim of addressing all these topics that are examined in the book. This is the first exhaustive and rigorous explanation of how Spanish politics work based on the positions that parties and citizens occupy in the political space.
