The Politics Of Economic Restructuring In India

State re-scaling is the central concept mobilized in this book to interpret the political processes that are producing new economic spaces in India. In the quarter century since economic reforms were introduced, the Indian economy has experienced strong growth accompanied by extensive sectoral and spatial restructuring. This book argues that in this reformed institutional context, where both state spaces and economic geographies are being rescaled, subnational states play an increasingly critical role in coordinating socioeconomic activities. The core thesis that the book defends is that the reform process has profoundly reconfigured the Indian state’s rapport with its territory at all spatial scales, and these processes of state spatial rescaling are crucial for comprehending emerging patterns of economic governance and growth. It demonstrates that the outcomes of India’s new policy regime are not only the product of impersonal market forces, but that they are also the result of endogenous political strategies, acting in conjunction with the territorial reorganisation of economic activities at various scales, ranging from local to global. Extensive empirical case material, primarily from field-based research, is used to support these theoretical assertions. This book provides a comparative picture of the restructuring experiences of five Asian economies: South Korea, Singapore, Indonesia, Thailand and India. In the case of Indonesia and Thailand, the focus is on short-run structural adjustment measures, and in the case of South Korea and Singapore, the emphasis is on longer term industrial, trade, labour and financial sector policies. The chapter on India views the country's economic development in the light of the above analysis. The political economy of the policy-making process is examined in each case.

Studies of five East Asian countries, plus an introductory overview and a conclusion, provide a comparative picture of economic transformation in the region. Studies on South Korea and Singapore emphasize the longer-term aspects of economic growth, while the Indonesia and Thailand studies discuss short-term aspects. Product of a Post-doctoral research done at the University of Washington, (Seattle),USA, the present work is an attempt to conceptualise and analyse the postulates underlying India’s Foreign Policy from its formative years in the early fifties to its maturation in the early eighties of the last century. It subjects the management of foreign relations by India to a full scale theoretical examination from the political economy angle—an exercise few scholars then or now have undertaken .Notions of security, national interest, diplomatic leverage , decision making process and so on have, in this work, been revisited in the decisive context of a domestic-external continuum in which forces of economic origin were seen as defining the rationale of a foreign policy that was supposed to take a developing nation to the fulfilment of its legitimate aspirations. At the same time, the innovations that were made with practically no earlier precedent to go by and the kind of institution building required for the purpose have been dealt with critically so as to bring out the interplay of domestic development aspirations and the art of ensuring policy independence by appropriate diplomacy. In the turbulent context of the Cold War the Indian experiment in the management of foreign relations and the positive gains it reaped in collectivising the principle of non-alignment did constitute a subject that demanded a non-conventional approach to get to the bottom of it. That is precisely what distinguishes the book by one of the most qualified experts in International Relations, enjoying intellectual acclaim both at home and abroad. This book takes issue with existing theories of the relationship between democracy and economic liberalisation.

By zooming in on urban localities in India and by unpacking the 'meaning of the local' for those who live in them, the ten papers in this volume redress a recurrent asymmetry in contemporary debates about globalisation. In much literature, the global is associated with transnationalism, dynamism and activity, and the local with static identities and history. Focusing on a range of locales in India's metropolitan areas and provincial small towns, the contributions move beyond the assertion that space is socially constructed to explore the ways in which social and political relations are themselves spatially and historically contingent. Using detailed ethnography, the authors highlight the vitality of place-making in the lives of urban dwellers and the centrality of a 'politics of place' in the production of power, difference and inequality.
