"Vietnam's balancing of power act, namely the policy of seeking a counterweight to the China threat, and the politics of the U.S.-Vietnam-China triangle, may have taken shape in the early years of the twenty-first century, but it was deeply rooted in the changing relations between the big powers in the 1980s and Vietnam's need to adjust its policy to these changes. A combination of factors - geographical proximity, ideological affinity, and the need for regime survival tends to make Vietnamese leaders more comfortable with China than with the United States. Only the perception of China as a bullying neighbour would push Vietnam to opt for a different orientation and adopt an antagonistic policy towards China. Meanwhile, United States-Vietnam relations in turn are affected by two factors: Vietnam's sensitivity to China's concerns and its mistrust of U.S. intentions. Bilateral relations became warmer mainly after Vietnam took steps to overcome its mistrust of the United States. China's recent assertive behaviour in the South China Sea worries Vietnam and threatens the U.S. position in the Asia-Pacific, and this has led to a convergence of strategic interests between the United States and Vietnam. In brief, the U.S.-China-Vietnam triangular relations and the South China Sea disputes may be seen as manifestations of two sets of conflicting visions. At the local level, is the vision of China dominating the South China Sea, which clashes with Vietnam's perennial dream of being a balcony looking out to the Pacific Ocean. If this clash of visions cannot be reconciled, China will always have to face the discomfort of simmering resentment and opposition from a proud nation at its border. At the global and regional level is the vision of a rising China seeking a respected place in the world, and de facto control of the sea area within its nine-dash line. This clashes with U.S. determination to remain an uncontested naval power that is able to protect freedom of navigation and overflight in the South China Sea. Unless one or both of these visions are modified, a new cold war, not a new type of big power relations, in the Asia-Pacific is inevitable. The smaller countries in Southeast Asia will be forced to take sides or be chosen in the bargaining process between the two major powers."--Provided by publisher

From the Opium Wars of the 1840s, to the Red Scare of the 1940s, through the Tiananmen "massacre" of 1989, and the Wen Ho Lee "espionage case" of 2000, Chinese-American relations have swung like a pendulum throughout the years. I The United States and China: Into the Twenty-First Century--now in its third edition and thoroughly revised and updated--looks at over a century of Chinese-American turmoil from a dual perspective, examining how two dramatically different cultures interacted and collided. Based on research by the author as well as by scholars in both countries, it examines the periodic cooperation and hostility between both governments and people in the United States and China. The book places special emphasis on understanding China's unique role in the Cold War and its centrality to the American obsession with the Vietnam War. It explains the interactions between domestic policies in China and the United States and their international behavior. The discussion of the post-World War II period, which constitutes a major portion of this textbook, has been completely revised to incorporate a vast new body of primary materials and research monographs written by Chinese and American scholars since 1990. Two entirely new chapters analyze Chinese-American relations during the Reagan, Bush, and Clinton administrations and examine the paradox of how, despite increasingly close social, political, and economic cooperation, fear of China has again become part of the American political debate.

Where Great Powers Meet explores the global competition for power between the United States and China. Focusing on Southeast Asia, David Shambaugh looks at how ASEAN (the Association of Southeast Asian Nations) and the countries within it maneuver between the US and China and the degree to which they align with one or the other power. Not simply an analysis of the region's place within an evolving international system, Where Great Powers Meetprovides us with a comprehensive strategy that advances the American position while exploiting Chinese weaknesses.

With the rise of China and massive new migrations, China has adjusted its policy towards the Chinese overseas in Southeast Asia and beyond. This book deals with Beijing’s policy which has been a response to the external events involving the Chinese overseas as well as the internal needs of China. It appears that a rising China considers the Chinese overseas as a source of socio-political and economic capital and would extend its protection to them whenever this is not in conflict with its core national interest. The impacts on and the responses of the relevant countries, especially those in Southeast Asia, are also examined

This book examines the unfolding new relationship between Vietnam and the United States (US) since the end of the Cold War, discussing how the relationship has emerged as one of the most intriguing facets of the regional geopolitical landscape and how the two countries turned from staunch adversaries to partners within the span of four decades after the end of the Vietnam War. It explains in particular the interplay between international relations factors, such as the US’ rivalry with China, and domestic factors in both countries, which, the book argues, are crucial to understanding the changing relationship. Overall, the book provides many insights into Vietnamese foreign policy and a rich context for those seeking to understand the prospects of closer Vietnam–US ties or actually trying to broaden the vistas of bilateral cooperation between Hanoi and Washington.
