Ecoltomic and political background When after five years of war and occupation (May 194o-May 1945) The Netherlands started on the road to recovery, the economy was in a catastrophic condition. As a result of destruction, requisitioning and looting, and of unavoidable expenditures by the Government in exile, the national wealth in terms of real and financial assets had been reduced by about 30 per cent. The productive capacity in industry, agriculture, transportation and infrastructure was heavily damaged, stocks were exhausted and labor productivity was serious ly underminded (the daily food ration had reached the near starvation level of barely 600 calories per person).1 Monetary reserves and foreign investments had suffered heavy losses. The economic and social strategy on which the new post-war Government embarked was directed towards three major objec tives: a) rapid reconstruction of the productive potential; b) equit able distribution of the national income; c) rational utilization of the available economic resources. It was realized that the achieve ment of these objectives was conditioned by austerity with respect to consumption, after a reasonable subsistence level had been restored; by a maximum investment effort; by the re-establish- 1 During the war period, the population had increased by more than 400,000 reaching 9.3 million end-I94S.

The Netherlands, frequently but erroneously called Holland, is one of the most densely populated countries in the world. In the past few decades, it has been undergoing many transformations made possible by its dynamic and fast-moving political landscape. It has shifted from fierce nationalism toward a self-image of tolerance and permissiveness: the national identity and self-consciousness has slowly eroded through decolonization and immigration. Unfortunately, several murders of prominent, controversial politicians have started yet another shift away from tolerance, and economic stagnation has bred pessimism. Nonetheless, despite many trials and tribulations, there has been real progress, and the Dutch have perhaps done a better job of coming to terms with their limitations than many others in the world. The second edition of the Historical Dictionary of the Netherlands contains more than 700 cross-referenced dictionary entries on individual topics spanning the Netherlands' political, economic, and social system along with short biographies on important figures who have shaped the Netherlands' history. Supplementing the entries are a list of acronyms and abbreviations, a chronology, an introduction, appendixes, and a bibliography, making this a superb quick reference on the Netherlands.

With The Making of an Atlantic Ruling Class, Kees van der Pijl put class formation at the heart of our understanding of world politics and the global economy. This landmark study dissects one of the most decisive phenomena of the twentieth century-the rise of an Atlantic ruling class of multinational banks and corporations. A new preface by the author evaluates the book's significance in the light of recent political and economic developments.

As former Director of Research and a founding member of the Executive Board of the International Monetary Fund, Jacques J. Polak has advised theoreticians and policymakers worldwide. This collection brings together his most current writings, and is published under the auspices of the IMF. The hallmark of Dr. Polak's recent research has been his ability to draw on decades of personal experience and reflection to comprehend and describe the context for current policy debates. In the past decade, he has contributed much to the debates on international financial policy and the role of the IMF, and this volume brings together most of these recent papers to make them accessible to a broader audience.
