The Principles Of War For The Information Age

The crisis is upon us: We have no viable doctrine for tomorrow's wars. Now that the world has entered the information age, principles that have served to enlighten the art of war no longer work. Born of agrarian times and honed during the industrial age, the classical principles of war are, in large part, hopelessly outdated. Radical change is needed now. The Principles of War for the Information Age provides a prescription for this change.

There has been a great deal of speculation recently concerning the likely impact of the 'Information Age' on warfare. In this vein, much of the Revolution in Military Affairs (RMA) literature subscribes to the idea that the Information Age will witness a transformation in the very nature of war. In this book, David Lonsdale puts that notion to the test. Using a range of contexts, the book sets out to look at whether the classical Clausewitzian theory of the nature of war will retain its validity in this new age. The analysis covers the character of the future battlespace, the function of command, and the much-hyped concept of Strategic Information Warfare. Finally, the book broadens its perspective to examine the nature of 'Information Power' and its implications for geopolitics. Through an assessment of both historical and contemporary case studies (including the events following September 11 and the recent war in Iraq), the author concludes that although the future will see many changes to the conduct of warfare, the nature of war, as given theoretical form by Clausewitz, will remain essentially unchanged.

The authors examine the concepts, philosophy, and theory of strategy, as well as the nature of land warfare. They analyze how the principles of war may apply at the strategic level of warfare under the conditions of the 21st century. The authors conclude that there is considerable utility in maintaining a set of principles to act as a guide--but not a prescription--for the creative process of strategy formulation and execution. Then they offer a revision of the existing principles of war to conform to the strategic level of warfare and to bring them in line with the anticipated conditions of the so-called "Information Age". For nearly two centuries, the principles of war have guided practitioners of the military art. During the last 55 years the principles of war have been a key element of U.S. Army doctrine, and recently they have been incorporated into other Service and Joint doctrines. The turn of the 21st century and the dawn of what some herald as the "Information Age," however, may call into question whether principles originally derived in the 19th century and based on the experience of "Industrial Age" armed forces still hold. Moreover, despite their long existence, the applicability of the principles of war at the strategic level of warfare has not been the subject of detailed analysis or assessment. The purpose of this study, therefore, is to stimulate a debate on the importance of the principles of war at the strategic level of warfare and on their continued relevancy in the Information Age. To this end, the study proposes a revised set of the nine principles of war that may be applied at the strategic level of warfare and are believed to conform to the conditions and demands of the 21st century. This study represents a first examination of a complex and relatively unexplored field of study. Many may differ with the ideas presented or quarrel with a particular phrase or choice of words. Additionally, each of the principles undoubtedly merits a more detailed investigation than present length constraints allow. We encourage readers, therefore, to take up the debate and contribute to an exchange of views on this important subject.

This work features the fresh thinking of twenty-eight leading authors from a variety of military and national security disciplines. Following an introduction by Lt. Gen. James Dubik, Commander I Corps, U.S. Army, the anthology first considers the general question of whether there is a distinctly American way of war. Dr. Colin Gray's opening essay "The American Way of War: Critique and Implications" provides a state of the question perspective. Sections on operational art, with writers addressing the issues in both conventional and small wars; stability and reconstruction; and intelligence complete the volume. Among the well-known contributors are Robert Scales, Mary Kaldor, Ralph Peters, Jon Sumida, Grant Hammond, Milan Vego, and T.X. Hammes. The anthology is part of a larger Rethinking the Principles project, sponsored by the Office of Force Transformation and the U.S. Navy to examine approaches to the future of warfare. Footnotes, index, and a bibliographic essay make the work a useful tool for students of war and general readers alike.
