The Rise And The Future Of Militias In The Mena Region

In recent decades, militias and sub-national armed groups have played a decisive role in politics and security in the MENA region. Their prominence with local and outside actors in areas where state institutions have collapsed presents multiple policy challenges. Armed groups have access to substantial resources and in some cases enjoy considerable local legitimacy. That makes them formidable but also resilient forces. This is why their suppression – through coercive measures or marginalization – can bring more costs than benefits to already fragile state institutions and exhausted populations.This volume addresses the void in the current debate on subnational armed groups, focusing particularly on the multiple ongoing conflicts and turmoil in the MENA region. It places a particular emphasis on whether armed groups can be integrated into state-building initiatives and whether they can play a constructive role with other key actors.

Moving from a historical and cultural perspective, this book examines the geo-political and socio-economic changes involving the enlarged Mediterranean. Organised into two main sections, the first section (The new centrality of the Mediterranean Basin: Trends and Dynamics) is devoted to the analysis of the most relevant drivers and interdisciplinary broader issues, and the second section (Hotspots of Crisis and Regional Interferences in the Mediterranean) assesses the situation in some areas interested by the waves of uprisings since 2011-12. The book aims to uncover this new, critical centrality of the Mediterranean in the global scenario through the analysis of the interactions and intertwining of those trends and dynamics offering a historical holistic broad view. What follows is an Italian perspective that is the result of the research of a group of scholars who have been working for years on the first-hand sources of the countries examined. A peculiar vision connected not only to its unique geographical position at the center of the basin, but also to its deep relations with the southern shore throughout its long history.

This book examines migration as a key element of the European Union's (EU’s) foreign policy and thus a critical domain for understanding and evaluating EU external action. It documents, explains, and assesses the implementation of EU migration policies, especially after the crisis of 2015, providing a much-needed overall evaluation and comparison in different geographic contexts. Applying a composite approach to global political justice, it affords a normative assessment of EU’s action and shows the tensions between the justice claims of the many actors involved in the EU migration system of governance. This book will be of key interest to scholars, students and policymakers in European Union external/foreign policy, migration and refugee studies, global justice, ethics and more broadly to European studies/politics, and international relations.

This book explores the causes and implications of the Libyan crisis since the anti-Gaddafi uprisings of 2011 from the perspective of the EU and NATO. It asks the question of why those organizations failed to stabilize the country despite the serious challenges posed by the protracted crisis to European and transatlantic stakes in the region. This book argues that such failure originated in a twofold problem common to both organizations: their prioritization of legitimacy over strategy, and their path dependence – the insufficient degree of adaptation to meet the different needs of the crisis. Through a critical and integrated analysis of official sources and extensive interviews with EU, NATO, UN, and national government officials and militaries, as well as from NGO personnel, Libyan institutions and civil society, and media, the volume brings the perspective of both state and non-state actors to the fore. It reveals how wrong assumptions and centrifugal forces within the EU and NATO hampered initiatives, and how the inability to use hard power judiciously and effectively in an increasingly complex and multifaceted scenario worsened the crisis. This allowed for unprecedented influence of regional and global competitors such as Egypt, the United Arab Emirates (UAE), Turkey and Russia in the richest African country. This book will be of key interest for scholars and students of Libya and North Africa, NATO, the European Union, security and conflict studies, Middle East studies, migration, terrorism, peacebuilding and, more broadly, international relations.

The primary focus of this book is on a specific outcome of the rule of law: the practical enforcement of laws and policies, and the determinants of this enforcement, or lack thereof. Are there significant and persistent differences in implementation across countries? Why are some laws and policies more systematically enforced than others? Are “good†? laws likely to be enacted, and if not, what stands in the way? We answer these questions using a theoretical framework and detailed empirical data and illustrate with case studies from Morocco, Tunisia and Jordan. We believe that the best way to understand the variation in the drafting and implementation of laws and policies is to examine the interests and incentives of those responsible for these tasks †“ policymakers and bureaucrats. If laws and their enforcement offer concrete benefits to these ruling elites, they are more likely to be systematically enforced. If they don't, implementation is selective, discretionary, if not nil. Our first contribution is in extending the application of the concept of the rule of law beyond its traditional focus on specific organizations like the courts and the police, to economic sectors such as customs, taxation and land inheritance, in a search for a direct causal relationship with economic development outcomes. Instead of limiting ourselves to a particular type of organization or a legalistic approach to the rule of law, we present a broader theory of how laws are made and implemented across different types of sectors and organizations. Our second contribution is in demonstrating how powerful interests affect implementation outcomes. The incentives elites have to build and support rule-of-law institutions derive from the distribution of power in society, which is partly a historical given. The point we make is that it is not deterministic. Realigning the incentive structures for reform among key actors and organizations, through accountability and competition, can dramatically improve the chances that rule-of-law institutions will take root. On the other hand, building the capacity of organizations without first changing institutional incentives is likely to lead to perverse outcomes.

The volume deals with competition among regional and external players for the redistribution of power and international status in the Middle East and North Africa, with a focus on Russia’s renewed role and the implications for US interests. Over the last few years, a crisis of legitimacy has beset the liberal international order. In this context, the configuration of regional orders has come into question, as in the extreme case of the current collapse in the Middle East. The idea of a “Russian resurgence” in the Middle East set against a perceived American withdrawal has captured the attention of policymakers and scholars alike, warranting further examination. This volume, a joint publication by ISPI and the Atlantic Council, gathers analysis on Washington’s and Moscow’s policy choices in the MENA region and develops case studies of the two powers’ engagament in the countries beset by major crises.
