The thesis of this original and provocative book is that representative government should be understood as a combination of democratic and undemocratic, aristocratic elements. Professor Manin challenges the conventional view that representative democracy is no more than an indirect form of government by the people, in which citizens elect representatives only because they cannot assemble and govern in person. The argument is developed by examining the historical moments when the present institutional arrangements were chosen from among the then available alternatives. Professor Manin reminds us that while today representative institutions and democracy appear as virtually indistinguishable, when representative government was first established in Europe and America, it was designed in opposition to democracy proper. Drawing on the procedures used in earlier republican systems, from classical Athens to Renaissance Florence, in order to highlight the alternatives that were forsaken, Manin brings to the fore the generally overlooked results of representative mechanisms. These include the elitist aspect of elections and the non-binding character of campaign promises.

DIVSince the end of the Cold War, the assumption among most political theorists has been that as nations develop economically, they will also become more democratic—especially if a vibrant middle class takes root. This assumption underlies the expansion of the European Union and much of American foreign policy, bolstered by such examples as South Korea, the Philippines, Taiwan, and even to some extent Russia. Where democratization has failed or retreated, aberrant conditions take the blame: Islamism, authoritarian Chinese influence, or perhaps the rise of local autocrats./divDIV /divDIVBut what if the failures of democracy are not exceptions? In this thought-provoking study of democratization, Joshua Kurlantzick proposes that the spate of retreating democracies, one after another over the past two decades, is not just a series of exceptions. Instead, it reflects a new and disturbing trend: democracy in worldwide decline. The author investigates the state of democracy in a variety of countries, why the middle class has turned against democracy in some cases, and whether the decline in global democratization is reversible./div

The chronic dissatisfaction with representative institutions makes this chronicle of the development of the English parliament, from its beginnings in the thirteenth century to the outbreak of the civil wars in the seventeenth century, a most timely work for every student of history and government. In this book George L. Haskins is primarily interested in singling out the persistent currents in English society and government in order to show shy the representative feature of parliament became its significant feature. He emphasizes the influence of the Catholic Church, the importance of compulsory self-government, and the importance of judicial procedure in the evolution of parliament. Continental Europe has witnessed the repudiation of representative institutions in several countries. Elsewhere, particularly in England and the United States, there has been a growing conviction that the parliamentary system is ill suited to present world conditions. To many, as they look into the shadow of tomorrow, the vital question—brought to sharp focus in this book—is whether representative institutions can be adapted to the needs of these turbulent times.

Uniting theory and application, the third edition of Representative Government in Modern Europe continues the tradition of previous editions by first examining the themes, debates, developments and structures driving European politics, and then investigating the way in which the theories behind them are manifested, comparing the historical development, distinct interpretations and present condition of several major European governments. A thematically arranged text which introduces readers to current debates among those who analyze European politics, the 3rd edition of Representation Government in Modern Europe delves into the evolution of European politics as we embark on the 21st century. Since the last edition, astonishing changes have occurred on the political scene in Europe. Democratic transformations have taken place throughout the East, along with the emergence of a strong European Union. These two topics, as well as the state of economics in the region, have dominated the previous decade in Europe and are discussed throughout the 3rd edition.

How regions and cities adapt to a Network Society and a globalized environment, the policies they pursue and how structures of governance are transformed in the pursuit of those policies are major themes in this volume. These issues are addressed with specific reference to the Nordic regions of Europe. Covering the four Nordic countries of Denmark, Finland, Norway, and Sweden plus the Faroe Islands, this volume charts the changes in networking activities and related development initiatives that have taken place over the last ten years. This means analysing regions in their pursuit of new policies, partnerships and styles of representation. Through this process regions are becoming partners and players in European integration and a movement of integrative regionalism is taking shape which is different from inward looking identity regionalism or self-centred competitive regionalism and takes regions beyond lobbying in Brussels.
