The Role of the University with a Focus on University-Community Engagement The role of the university is constantly debated. With higher education a key driver in socioeconomic development, community engagement has increasingly become a fundamental role of the university. This publication provides insight into the essence of balanced university-community engagement. Readers will be privy to sustainable models as well as local and international case studies. This Community Engagement (CE) toolkit provides the relevant guidelines for a CE programme/project to achieve sustainable development goals across a broad spectrum using local innovations and creative problem-solving approaches. Using the quadruple helix concept, CE programme/project will involve the four stakeholders of Institutions, Industry, Community and Government Agency to collaborate and share ideas in ensuring the success and significant impact of CE programme/project/ This toolkit will also share the best practices of past CE programme/project which consist of comprehensive guidance and resources in designing impactful and sustainable projects. This toolkit can be customized and innovatively applied to address specific issues and/or development in the targeted community.

Module I provides an overview on university-community engagement (UCE). It explains how universities disseminate the concept of community engagement to the wider world. The different categories and levels of community engagement are elaborated in this module. UCE frameworks are discussed to provide general overview of how higher education institutions (HEIs) can adapt in their effort to transform communities. Module II explains the why of implementing community engagement in HEIs. The topics covered include the rationale for HEIs to adopt community engagement as a part of their agenda; the model framework and role of volunteerism in community engagement; and leadership development in community engagement. To ensure that the stakeholders in the ecosystem of the nation accept community engagement as an important part of education, the benefits of community engagement to everyone and the nation are discussed.Module III focuses on the implementation of UCE. The process flow of UCE is introduced at the beginning of the module. It covers three major phases: (i) initiation of community engagement plan, (ii) design and implementation of community engagement, and (iii) evaluation and reporting of community engagement. The workshop modules will engage all HEIs to review, understand and implement best practices in UCE activities/projects to benefit various thrust areas. It can also bridge various stakeholders including MOHE, MOE, AKEPT, IPPTN and APUCEN. Thus, it is crucial for everyone to join force in establishing a national framework and best practices for the country to provide a systematic, sustainable, engaging and inclusive approach for community engagement. This book seeks to put together the voices, the diverse positions and views of policy makers, gatekeepers and actors involved in the internationalisation of higher education institutions in Malaysia higher education system. It begins with an exploration of the literature and then examines the critical issues faced on the ground by higher education institutions in Malaysia. Issues are identified and interpreted based on a survey as well as those obtained from interviews involving stakeholders and players from various academic backgrounds, administrative positions and practitioner experiences. The findings indicated that there are diverse and contested perspectives on the aims, challenges and complexities faced in internationalisation. Broadly, there seems to be general agreement that Malaysia has fairly clear policies on the internationalisation in higher education which emphasises the mobility of students with a focus on the recruitment of international students and academic staff. Increasingly the respondents agree that there are needs to be a shift to a more holistic view of internationalisation which is system wide including internationalisation at home, enhancing research and development, and the need for greater institutional autonomy. This book characterises the complex contexts and issues around internationalisation in the Malaysia higher education system including issues around access and equity, competition and/or collaboration, import oriented and/ or domestic internationalisation. It also aims to provide a theoretical, conceptual and empirical evidence based resources for more informed evidence based policy and practice for the internationalisation of higher education systems.
