The Search For Europe

This volume is now the eighth in the annual series sponsored by BBVA as part of its OpenMind initiative, which is devoted to disseminating knowledge on key issues of our time. The Search for Europe analyses the present and future of the old continent and its integration project, surely the most ambitious political and economic integration project ever attempted in history, a benchmark for similar processes in other regions. The book is divided into three main sections: "The economic foundations of the European project", "Europe and its nations: Politics, society and culture", and "The unresolved Limits of Europe and the new global powers". It features pieces written by international experts such as Javier Solana, Barry Eichengreen, Philip Cooke, Bichara Khader, Vivien Ann Schmidt, John Peet and Thomas Christiansen, among others.

This book deals with ongoing processes of European cooperation and integration, processes that may have a potential to change the political organization of Europe. Based on ideas from 'the new institutionalism' the book offers a systematic perspective on institutional change and in particular the role of institutions in relation to four central and durable issues in the study of political life. These are: (1) the mediation between unity and diversity: what ties a society together and what keeps it apart. (2) The relations between citizens and their helpers: why the democratic deficit in the European Union can not be eliminated solely by making mechanisms of direct citizens participation and representation more efficient. Needed are also institutions that make direct participation redundant because they routinely work with integrity, generating expected and desired outcomes. (3) The relation between democratic design and historical drift: To what degree democracies are able to design and reform key institutions of governance so that their structures reflect popular will, understanding and control. (4) The co-existence of old and new political orders: How elements of a new order may supplement rather than replace elements of the old order, generating a 'mixed order' based on partly inconsistent principles and rules.

3. The Renaissance Idea of Europe.

The idea that there once existed a language which perfectly and unambiguously expressed the essence of all possible things and concepts has occupied the minds of philosophers, theologians, mystics and others for at least two millennia. This is an investigation into the history of that idea and of its profound influence on European thought, culture and history. From the early Dark Ages to the Renaissance it was widely believed that the language spoken in the Garden of Eden was just such a language, and that all current languages were its decadent descendants from the catastrophe of the Fall and at Babel. The recovery of that language would, for theologians, express the nature of divinity, for cabbalists allow access to hidden knowledge and power, and for philosophers reveal the nature of truth. Versions of these ideas remained current in the Enlightenment, and have recently received fresh impetus in attempts to create a natural language for artificial intelligence. The story that Umberto Eco tells ranges widely from the writings of Augustine, Dante, Descartes and Rousseau, arcane treatises on cabbalism and magic, to the history of the study of language and its origins. He demonstrates the initimate relation between language and identity and describes, for example, how and why the Irish, English, Germans and Swedes - one of whom presented God talking in Swedish to Adam, who replied in Danish, while the serpent tempted Eve in French - have variously claimed their language as closest to the original. He also shows how the late eighteenth-century discovery of a proto-language (Indo-European) for the Aryan peoples was perverted to support notions of racial superiority. To this subtle exposition of a history of extraordinary complexity, Umberto Eco links the associated history of the manner in which the sounds of language and concepts have been written and symbolized. Lucidly and wittily written, the book is, in sum, a tour de force of scholarly detection and cultural interpretation, providing a series of original perspectives on two thousand years of European History. In order to understand our past, we need to understand ourselves as archaeologists and our discipline. This volume presents recent research into collecting practices of European Antiquities by national museums, institutes and individuals during the 19th and early 20th-century, and the 'Ancient Europe' collections that resulted and remain in many museums.This was the period during which the archaeological discipline developed as a scientific field, and the study of the archaeological paradigmatic and practical discourse of the past two centuries is therefore of importance, as are the sequence of key discoveries that shaped our field.Many national museums arose in the early 19th century and strived to acquire archaeological objects from a wide range of countries, dating from Prehistory to the Medieval period. This was done by buying, sometimes complete collections, exchanging or copying. The networks along which these objects traveled were made up out of the ranks of diplomats, aristocracy, politicians, clergymen, military officials and scholars. There were also intensive contacts between museums and universities and there were very active private dealers.The reasons for collecting antiquities were manifold. Many, however, started out from the idea of composing impressive collections brought together for patriotic or nationalistic purposes and for general comparative use. Later on, motives changed, and in the Dutch National Museum of Antiquities became more scientifically oriented. Eventually these collections fossilized, ending up in the depots. The times had changed and the acquisition of archaeological objects from other European countries largely came to an end.This group of papers researches these collections of 'Ancient Europe' from a variety of angles. As such it forms an ideal base for further researching archaeological museum collection history and the development of the archaeological discipline.

Four years after the end of the Cold War, the United States and its European allies have still not agreed on a new security system to deal with war in Yugoslavia, a restless eastern Europe, and an unstable Russia. The contributors to this timely volume evaluate reforms in the North Atlantic Alliance, the new European Union, and the Conference on Security and Cooperation in Europe (CSCE). They also explore a number of critical issues: Why is it that NATO cannot end the Yugoslav conflict? Why do the Americans and West Europeans quarrel over a European Security and Defense Identity? Why is it that the states of Central and Eastern Europe cannot simply join NATO? Is the CSCE becoming the pan-European security organization that will bear responsibility for preventing or managing future conflicts? The book offers careful analysis of the pivotal years of reform between 1989 and 1992. In the first section, the contributors assess those developments from the viewpoint of the key institutions—NATO, CSCE, the European Union, and its security arm, the Western European Union (WEU). They then examine the policies of the key allies—the United States, the United Kingdom, Germany, and France. The book concludes that the current problems in European security affairs are directly explained by the discord, divergences, and contradictions that have characterized the crucial formative years of these newly significant organizations. In the closing chapter, the editors suggest pragmatic political initiatives for strengthening these groups in the near future.
