The Second World Ocean Assessment

"In its resolutions 57/141 and 58/240, the General Assembly decided to establish a regular process under the United Nations for global reporting and assessment of the state of the marine environment, including socioeconomic aspects, both current and foreseeable, building on existing regional assessments. In its resolution 71/257, the Assembly recalled that the scope of the first cycle of the Regular Process focused on establishing a baseline and decided that the scope of the second cycle would extend to evaluating trends and identifying gaps. The programme of work for the period 2017-2020 of the second cycle of the Regular Process includes the preparation by the Group of Experts of the Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects, of the second World Ocean Assessment, building on the baselines established by the First Global Integrated Marine Assessment (first World Ocean Assessment). In its resolution 72/73, the Assembly decided that the Group of Experts should proceed on the basis of a single comprehensive assessment. The present document was prepared by the Group of Experts in accordance with those decisions"--Summary.

Despite the central role oceans play in the economic, environmental and social affairs of the planet's 6.7 billion inhabitants, significant gaps exist in our understanding and management of the complex processes at work from the global climate system, to the water cycle and circulation of nutrients, to changes affecting marine habitats. In addition, the vastness of the world's oceans have for far too long been perceived as impervious and indestructible to human impact. To deal with this situation, improved monitoring and observation practices, regular assessments to provide a deeper understanding of the status and trends of environmental changes, and the know-how and ability to prevent, mitigate and adapt to these changes are urgently required. The UN General Assembly in 2005 -- recommended that a regular process for the global reporting and assessment of the state of the marine environment, including its socio-economic aspects (Regular Process), be initiated. The UN Environment Programme (UNEP) and the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO) were asked to serve as the lead agencies in the start-up phase that came to be known as the "Assessment of Assessments" (AoA). Under the AoA, an Expert Group have developed options and a framework for such a Regular Process, which can serve as the mechanism to keep the world's oceans and seas under continuing review.

These global challenges are intertwined in many ways. Pollution is identified as one of the main drivers of biodiversity loss. Therefore, it is important to look at these challenges and solutions in a synergistic way in order to address them effectively. Efforts to date have mainly focused on cooperation and synergies within the same thematic cluster. This review looks at the opportunities that may exist for working across thematic clusters, specifically focusing on strengthening collaboration and coordination between biodiversity and chemicals and waste clusters. The review provides options for action that can help implementation in particular at the national level, but also at the regional and global levels through enhancement of collaboration between biodiversity and chemicals and waste clusters.
