The South Korean Development Experience

This volume explores South Korea's successful transition from an underdeveloped, authoritarian country to a modern industrialized democracy. South Korea's experience of foreign aid gives a unique perspective on how to use foreign aid for economic development as well as how to build a strong partnership between developed and developing countries.

How did a country with a dearth of natural resources, a sprawling population congested in a limited arable land transform itself to a modern industrial state within a generation? How could these have been achieved given the lingering geopolitical threats to its very survival as a state, as evidenced by the Korean War and the internecine aggressive posturing of its neighbor from the north? This book looks at strategies, institutional arrangement, role of entrepreneurs and workers in this odyssey, and on how those factors have worked together through effective leadership to transform South Korea’s economic fortunes.

This analysis of South Korea's development experience can present lessons for development in the 21st century. Situating the development experience of South Korea within the framework of the capability enhancing state, this volume examines the empowering institutions and policies of South Korea between 1945 and 2000.

A detailed examination of the “Korean development model” from its urban dimension, evaluating its sociopolitical contexts and implications for international development cooperation. There is an increasing tendency to use the development experience of Asian countries as a reference point for other countries in the Global South. Korea’s condensed urbanization and industrialization, accompanied by the expansion of new cities and industrial complexes across the country, have become one such model, even if the fruits of such development may not have been equitably shared across geographies and generations. The chapters in this book critically reassess the Korean urban development experience from regional policy to new town development, demonstrating how these policy experiences were deeply rooted in Korea’s socioeconomic environment and discussing what can be learned from them when applying them in other developmental contexts. This book provides a unique and refreshing look at the Korean economy over the past 60 years. While most books and articles on the Korean economy would be technical or specifically address some aspect of Korea, this book takes an overarching view of Korea’s economic development. It assesses Korea’s economic take-off in the 1960s and 1970s, but also views the problems of ‘economic egalitarianism’ since the late-1980s to today. Drawing upon both conceptual and empirical evidence, this volume argues the case for the centrality of social policy in development, focusing particularly on the message that social policy needs to be closely intertwined with economic policy. It is argued that social policy can provide the crucial link between economic development poverty eradication and equity. This volume is a significant contribution to thinking about social policy in a development context.

This book compares the rapid development of South Korea over the past 70 years with selected countries in sub-Saharan Africa to assess what factors contributed to the country’s success story, and why it is that countries that were comparable in the past continue to experience challenges in achieving and sustaining economic growth. In the 1950s, South Korea’s GDP per capita was $876, roughly comparable with that of Cote d’Ivoire and somewhat below Ghana’s. The country’s subsequent transformation from a war-ravaged, international aid-dependent economy to the 13th largest economy in the world has been the focus of considerable international admiration and attention. But how was it that South Korea succeeded in multiplying its GDP per capita by a factor of 23, while other Less Developed Countries continue to experience challenges? This book compares South Korea’s politics of development and foreign assistance with that of Ghana, Nigeria, and Zambia, which were also major recipients of the U.S. aid, to investigate the specific contexts that made it possible for South Korea to achieve success. Overall, this book argues that effective state capacity in South Korea’s domestic and international politics provided an anchor for diplomatic engagement with donors and guided domestic political actors in the effective use of aid for economic development.
