The State Grass Roots Politics And Civil Society

The collected essays in this book provide a comparative examination of the process of grassroots mobilization and the development of community-based forms of popular democracy in Central and South America. The first part contains studies from individual countries on organizations ranging from those supported by governments and integrated into the country's political structure to groups that were organized against the existing political system. The organizations studied included those focusing on a particular concern, such as housing, and those with wide responsibility for community affairs; but all were organizations based on common interests where people lived and, in some cases, where people worked. The second part offers theme studies on men, women and differential participation; problems and meanings associated with decentralization, especially in relation to devolution of power to the local level and the construction of popular alternatives; and the competing theoretical paradigms of new social movements and resource mobilization.

Case studies examining the connections between women’s local-level political and social actions and the development of democratic systems. The book illustrates how community-based actions, programs, and organizations that allow women to determine their lives and participate in decision making contribute to the creation of a civil society and thus enhance democracy. The case studies show how participation in grassroots movements promotes women’s involvement in their organizations, communities, and in societal institutions, as it influences state policy and empowers women in personal relationships.

This edited volume addresses how transnational interactions among civil society actors in Asia and its sub-regions are helping to strengthen common democratic values and transform dominant processes of policymaking and corporate capitalism in the region. The contributors conceive of transnational civil society networks as constructive vehicles for both informing and persuading governments and businesses to adopt, modify, or abandon certain policies or positions. This volume investigates the role of such networks through a range of interdisciplinary approaches, bringing together case studies on Asian transnationalism from South, Southeast, and Northeast Asia across four key themes: local transformations and connections, diaspora politics, cross-regional initiatives and networks, and global actors and influences. Chapters demonstrate how transnational civil society is connecting people in local communities across Asia, in parallel to ongoing tensions between nation-states and civil society. By highlighting the grassroots regionalization emerging from ever-intensifying information exchange between civil society actors across borders – as well as concrete transnational initiatives uniting actors across Asia – the volume advances the intellectual mandate of redefining ‘Asia’ as a dynamic and interconnected formation. Transnational Civil Society in Asia will appeal to students and scholars of international relations, politics and Asian studies more broadly.

What can we learn about collective action across Central and Eastern Europe by focusing on activism within urban spaces? This volume argues that the recent resurgence of urban grassroots mobilisation represents a new phase in the development of post-socialist civil societies and that these civil societies have significantly more vitality than is commonly perceived. The case studies here reflect the diversity and complexity of post-socialist urban movements, capturing also the extent to which the laboratory of urban politics is richly illustrative of the complex nexus of state-society-market relations within post-socialism. The grassroots campaigns and actions reflect the new social cleavages and increased polarisation as a consequence of neoliberal urbanisation and global integration, as well as the transformation of state power and authority in the region. Studying urban activism in Central and Eastern Europe is instructive for urban movements scholars generally, as it forces us to acknowledge the variety of forms that contention can take and the usefulness of embedding the study of urban movements within a larger understanding of civil society.

This edited collection brings together enterprising pieces of new research on the many forms of organization in East and Southeast Asia that are sponsored or mandated by government, but engage widespread participation at the grassroots level. Straddling the state-society divide, these organizations play important roles in society and politics, yet remain only dimly understood. This book shines a spotlight on this phenomenon, which speaks to fundamental questions about how such societies choose to organize themselves, how institutions of local governance change over time, and how individuals respond to and make use of the power of the state. The contributors investigate organizations ranging from volunteer-based organizations that partner with government in providing services for homeless children, to state-managed networks of neighborhood- or village-level associations that perform representative as well as administrative functions and seeks to answer a number of questions: When do the "vertical," top-down imperatives of the state stifle "horizontal" solidarities, and when might the two work in harmony? Are useful social and administrative purposes served by this type of fusion? Does it amplify or merely muffle citizens’ voices? What does it tell us about existing accounts of community, social capital, "synergy," "complementarity," "subsidiarity," and related concepts? Representing seven countries: China, Japan, Vietnam, Thailand, Indonesia, Taiwan, and Singapore this volume will be of interest to undergraduates, postgraduates and academics in Asian studies, political science, sociology, anthropology, development, history, nonprofit studies.

Can foreign donors help build new democracies? In the 1990s, public and private organizations such as USAID and the Soros Foundation poured huge amounts of money and expertise into Russia to help build the dream of a vibrant democratic society. Sarah L. Henderson argues that despite the altruistic intentions of foreign assistance agencies and domestic activists, foreign aid designed to spur civic growth has had unintended consequences. Drawing on extensive field work, survey research, and work experience for several funding agencies in Moscow in the late 1990s, Henderson focuses on donor efforts to support the emerging community of nongovernmental organizations and, in particular, on efforts to build a functioning women's movement in Russia. Her intimate knowledge of Russia's growing NGO community informs a worrisome finding: foreign aid has made a tremendous difference, but not in altogether expected or positive ways. New Russian civic groups serve either the needs of an indigenous clientele or the demands of the foreign aid bureaucracy—but rarely both. Henderson's research and experience show that while aid has kept a fledgling civic community alive, it is a civic community that is disconnected from its own domestic audience. The book suggests that large flows of foreign aid have in some ways damaged the long-term prospects for democratization in Russia.
