Africa is forever on our TV screens, but the bad-news stories (famine, genocide, corruption) massively outweigh the good (South Africa). Ever since the process of decolonialisation began in the mid-1950s, and arguably before, the continent has appeared to be stuck in a process of irreversible decline. Constant war, improper use of natural resources and misappropriation of revenues and aid monies contribute to an impression of a continent beyond hope. How did we get here? What, if anything, is to be done? In 2019, Islamic State lost its last remaining sliver of territory in Syria, and its Caliph, Abu Bakr al-Baghdadi, was killed. These setbacks seemed to herald the Caliphate's death knell, and many now forecast its imminent demise. Yet its affiliates endure, particularly in Africa: nearly all of Islamic State's cells on the continent have reaffirmed their allegiance, attacks have continued in its name, many groups have been reinvigorated, and a new province has emerged. Why, in Africa, did the two major setbacks of 2019 have so little impact on support for Islamic State? The Islamic State in Africa suggests that this puzzle can be explained by the emergence and evolution of Islamic State's provinces in Africa, which it calls 'sovereign subordinates'. By examining the rise and development of eight Islamic State 'cells', the authors show how, having pledged allegiance to IS Central, cells evolved mostly autonomously, using the IS brand as a means for accrual of power, but, in practice, receiving relatively little if any direction or material support from central command. Given this pattern, IS Central's relative decline has had little impact on its African affiliates-who are likely to remain committed to the Caliphate's cause for the foreseeable future.

The State in Africa is one of the important and compelling texts of comparative politics and historical sociology of the last twenty years. Bayart rejects the assumption of African ‘otherness’ based on stereotyped images of famine, corruption and civil war. Instead he invites the reader to see that African politics is like politics anywhere else in the world, not an exotic aberration. Africans themselves speak of a ‘politics of the belly’ – an expression that refers not only to the necessities of survival but also to a complex array of cultural representations, notably those of the ‘invisible’ world of sorcery. The ‘politics of the belly’ attests to a distinctively African trajectory of power that we need to understand as part of a long-term historical development. While acknowledging the insights of Western social scientists from Weber to Foucault, Bayart never loses sight of the realities of African politics and social life and he is careful to allow African voices – from the ‘small boy’ in the street to the ‘big men’ in the presidential palaces – to speak for themselves. This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. This text examines the potential value of the concept of civil society for enhancing the current understanding of state-society relations in Africa. The authors review the meanings of civil society in political philosophy, as well as alternative approaches to employing the concept in African settings. Considering both the patterns of emerging civil society in Africa and issues relating to its further development, they give particular emphasis to the cases of Cote d'Ivoire, Ghana, Kenya, Nigeria, Sudan, Tanzania, Uganda and Zaire.
