Rethinking Democracy is an insightful and reflective monograph on democracy in general and Indian democracy in particular. In this work, Rajni Kothari revisits the core arguments he has laid down in his various writings in the past four decades Politics in India, State Against Democracy, Communalism in India, etc. While revisiting his writings, Kothari reflects, interrogates and even contests some of his earlier formulations on democracy, state and civil society, developing a new paradigm on the basis of his intellectual experience and activist experience. Kothari makes a powerful critique of prevailing democratic theory and practice in a changing global as well as Indian contaxt and concludes that democracy has failed to achieve its objective of human emancipation and survives merely as a dream. However, this disillusionment with democracy does not deter him from searching for an alternative model of a decentralized, participatory and emancipatory democracy.

India's pluralism has always posed a formidable challenge to its democracy, with many believing that a clash of identities based on region, language, caste, religion, ethnicity, and tribe would bring about its demise. With the meteoric rise to power of the Bharatiya Janata Party, the nation's solidity is once again called into question: is Modi's Hindu majoritarianism an anti-democratic attempt to transform India into a monolithic Hindu nation from which minorities and dissidents are forcibly excluded? With examinations of the way that class and caste power shaped the making of India's postcolonial democracy, the role of feminism, the media, and the public sphere in sustaining and challenging democracy, this book interrogates the contradictions at the heart of the Indian democratic project, examining its origins, trajectories, and contestations.

Long considered one of the great successes of the developing world, India has more recently experienced growing challenges to political order and stability. Institutional mechanisms for the resolution of conflict have broken down, the civil and police services have become highly politicized, and the state bureaucracy appears incapable of implementing an effective plan for economic development. In this book, Atul Kohli analyzes political change in India from the late 1960s to the late 1980s. Based on research conducted at the local, state and national level, the author analyzes the changing patterns of authority in and between the centre and periphery. He combines rich empirical investigation, extensive interviews and theoretical perspectives in developing a detailed explanation of the growing crisis of governance his research reveals. The enactment of the national Right to Information (RTI) Act in 2005 has been produced, consumed, and celebrated as an important event of democratic deepening in India both in terms of the process that led to its enactment (arising from a grassroots movement) and its outcome (fundamentally altering the citizen--state relationship). This book proposes that the explanatory factors underlying this event may be more complex than imagined thus far. The book discusses how the leadership of the grassroots movement was embedded within the ruling elite and possessed the necessary resources as well as unparalleled access to spaces of power for the movement to be successful. It shows how the democratisation of the higher bureaucracy along with the launch of the economic liberalisation project meant that the urban, educated, high-caste, upper-middle class elite that provided critical support to the demand for an RTI Act was no longer vested in the state and had moved to the private sector. Mirroring this shift, the framing of the RTI Act during the 1990s saw its ambit reduced to the government, even as there was a concomitant push to privatise public goods and services. It goes on to investigate the Indian RTI Act within the global explosion of freedom of information laws over the last two decades, and shows how international pressures had a direct and causal impact both on its content and the timing of its enactment. Taking the production of the RTI Act as a lens, the book argues that while there is much to celebrate in the consolidation of procedural democracy in India over the last six decades, existing social and political structures may limit the extent and forms of democratic deepening occurring in the near future. It will be of interest to those working in the fields of South Asian Law, Asian Politics, and Civil Society.
