The Nuclear Non-Proliferation Treaty represents the cornerstone of efforts by the international community to prevent the proliferation of nuclear weapons while ensuring that the benefits of nuclear technology are readily available for peaceful purposes. This publication details the Treaty and brings together, for the first time, key documents relating to the nuclear non-proliferation issue. Complementing the documents are a detailed chronology and an introduction by Secretary-General Boutros Boutros-Ghali, which provide an overview of the key role played by the Organization and its Member States in meeting the new and intrinsic challenges of the nuclear age.

This book presents different views on nuclear disarmament and arms control and a brief history of nuclear non-proliferation policy and the nuclear test ban issue. It describes the preparations for and results of the 1990 Non-Proliferation Treaty Review Conference and the 1991 Partial Test Ban Treaty Amendment Conference. With a view to 1995, it assesses the chances for consensus or dissension regarding regarding nuclear proliferation and the test ban, and the prospects for an extension of NPT. It concludes by examining the future and the threat of a new North-South divide over these issues.

Is the appearance of new nuclear weapon states inevitable? Who are the sponsors and apologists of nuclear weapons, and why are others in favour of renouncing them? What are the implications for international security of the increasingly wide use of nuclear energy? How can nuclear threats be defused? Originally published in 1985, SIPRI's study suggests some answers to these questions. The book examines the situation in a number of countries of key importance for non-proliferation: the two nuclear-weapon states which have declined to join the 1968 Non-Proliferation Treaty (China and France); a group of nuclear ‘threshold’ states also remaining outside the Treaty (Argentina, Brazil, India, Israel, Pakistan, South Africa and Spain); and a group of states, both developed and developing, which for various reasons have joined the Treaty (Canada, Egypt, South Korea, Sweden, Switzerland and Taiwan). The focus of the book is on motivations for and against nuclear proliferation. An analysis of these motivations leads the editor to make detailed recommendations aimed at halting the spread of nuclear weapons. Appendices include a list of nuclear facilities in the countries studied, specifying the degree of their coverage by international controls, and other relevant documentation.

This book examines actors, tools, and issues associated with the changing nature of the environment in which the United Nations operates; the ways in which it has responded and might respond to technological and political problems; and the questions and difficulties that arise for the world organization.
