The United Nations Convention On The Rights Of The Child In Wales

This book explains the background to and effect of the law passed by the National Assembly of Wales, giving general effect to the UNCRC in the exercise of governmental powers, both in terms of furtherance of children’s rights in Wales and in terms of its implications for multi-level governance spanning the local to international laws and structures. It presents studies on several key policy areas where issues of children’s human rights are prominent, for example child poverty, special educational needs and health provision, treatment of asylum seekers and traveller communities. It also examines the key issues of accountability and civic participation, including the questions of involvement of children and young people.

This book, based on papers from the conference ‘25 Years CRC’ held by the Department of Child Law at Leiden University, draws together a rich collection of research and insight by academics, practitioners, NGOs and other specialists to reflect on the lessons of the past 25 years, take stock of how international rights find their way into children’s lives at the local level, and explore the frontiers of children’s rights for the 25 years ahead.

The U.N. Convention on the Rights of the Child (CRC) is an international treaty that aims to protect the rights of children worldwide. It defines a child as any human being under the age of 18, and calls on Parties to take all appropriate measures to ensure that children¿s rights are protected -- incl. the right to a name and nationality, freedom of speech and thought, access to healthcare and educ., and freedom from exploitation, torture, and abuse. CRC entered into force in Sept. 1990, and has been ratified by 193 countries. Two countries, the U.S. and Somalia, have not ratified CRC. This report provides an overview of CRC¿s background and structure and examines evolving U.S. policy toward the Convention, incl. past and current Admin. positions.

This volume provides a series of critical analyses of some of the contemporary debates in relation to the human rights of children, resituating them within visions which informed the text of the United Nations Convention on the Rights of the Child in 1989. The studies embrace examination of some of today's widespread interpretations of the CRC, analysis of what is implied by a human rights-based approach in research and advocacy and consideration of advances and barriers to research and to several aspects of CRC implementation. With contributions by leading experts in the field, the book examines the CRC as an international instrument, its inherent dilemmas and some of the debates generated by the challenges of implementation. It embraces examinations of different levels of governance from the international to the state party, regional and local levels, including institutional developments and changes in law, policy and practice. The United Nations Convention on the Rights of the Child (CRC) requires States Parties to take all appropriate measures to implement the rights in the Convention.
