The early 1990s marked a critical turning point in the relationship between the United States and Peru. Prior to the election of Albert Fujimori in 1990, the relationship between governments had been contentious. Fujimori, however, sought to work together with the United States regarding issues such as security threats, free-market reform and narcotics control. Yet even with this new spirit of cooperation, the two governments still clashed over international standards of democracy and human rights at a time when most Latin American countries were much more democratic. This work traces the relationship between the two countries from 1990-2000, examining political and military issues, including drug trafficking, guerrillas, human rights violations and the US role in the 1995 war between Peru and Ecuador.

Tracking their relations since the early nineteenth century, Clayton tells of major players like railroad entrepreneur Henry Meiggs and industrialist William Grace; of the role of American firms like Cerro de Pasco and International Petroleum; and of the height of U.S. influence in the 1920s under the leadership of Peruvian president Augusto B. Leguia.

State Formation in the Liberal Era offers a nuanced exploration of the uneven nature of nation making and economic development in Peru and Mexico. Zeroing in on the period from 1850 to 1950, the book compares and contrasts the radically different paths of development pursued by these two countries. Mexico and Peru are widely regarded as two great centers of Latin American civilization. In State Formation in the Liberal Era, a diverse group of historians and anthropologists from the United States, the United Kingdom, and Latin America compare how the two countries advanced claims of statehood from the dawning of the age of global liberal capitalism to the onset of the Cold War. Chapters cover themes ranging from foreign banks to road building and labor relations. The introductions serve as an original interpretation of Peru’s and Mexico’s modern histories from a comparative perspective. Focusing on the tensions between disparate circuits of capital, claims of statehood, and the contested nature of citizenship, the volume spans disciplinary and geographic boundaries. It reveals how the presence (or absence) of U.S. influence shaped Latin American history and also challenges notions of Mexico’s revolutionary exceptionality. The book offers a new template for ethnographically informed comparative history of nation building in Latin America.

"Badly needed updated history of Peruvian-US relations from the series edited by Lester Langley on Latin American-US relations. Traces evolution of diplomatic, military and economic relations between the two nations from independence to late in second term of Fujimori presidency. Emphasizes dominant economic impact of such corporate giants as Cerro de Pasco, Grace, and the International Petroleum Company. Especially interesting and innovative sections of the study are discussions of 'company towns,' the Cornell University Vicos agrarian project (begun in the early 1950s), and the folksy critique of the Fujimori government's drug policy. Offers a highly useful bibliographical essay that will be helpful to both specialist and student alike, in which pertinent web sites are included. Well-suited for classroom use"--Handbook of Latin American Studies, v. 58.
