The Western Balkans In The World

This book provides a detailed understanding of how different types of engagements impact upon the reform and EU integration of the Western Balkan region. It examines the influence of Russia, China, Turkey and the UAE in the region and analyses the range of existing links. Contributors offer an academic and multifaceted perspective of the role of external and non-Western actors in the region that goes beyond, on the one hand, the tendency of some Western decision makers to perceive all engagement by third powers as a sinister threat and, on the other, the view of regional governments of all external involvement as a boon coming at a time of Western neglect and reduced foreign investments. By looking at the importance of Russia, Turkey, China and the UAE in the Western Balkans, the book sheds light on one key arena of global competition, offers new insights on the strengths and weaknesses of Euro–Atlantic integration and advances our knowledge of foreign policy and its economic, social and security dimensions for small and medium-sized countries. It will be of interest to academics, postgraduate and research students, and think-tankers with research interest in IR and Southeast European Studies. European decision makers will also gain an insight into the extent of non-Western influence in the region.

This book outlines the main security threats, actors, and processes in the Western Balkans following the dissolution of Yugoslavia. Exploring the state of peace and security in the region it asks if a stable peace is achievable. The comparative framework explores state perspectives – from Serbia, Montenegro, Northern Macedonia, Bosnia and Herzegovina, Albania, and Kosovo – alongside military, political-societal, economic, and environmental security concerns. The interplay of international actors is also considered. Academics, scholars, and practitioners who deal with Balkan issues, either as a focus or comparatively, and have interests in security and peace studies will find the volume invaluable along with students of political science, security studies, peace studies, area studies (Eastern European studies and/or Southeast European studies), and international studies in general.

The Western Balkans region has clear aspirations to improve its economic competitiveness and integrate further into Europe. A highly skilled population is critical to achieving these goals, which makes creating and maintaining high quality and equitable education systems a vital part of regional development efforts.

The Western Balkan countries are characterized by an entanglement of different national, ethnic and religious groups. Within all Balkan states, nationalist rivalries have been and are exploited by political leaders as a propaganda tool when faced with internal unrest or unpopularity. Yet, the proximity of ethnic communities to their countries of ethnic origin tie all the Balkan states into a common problem: the spillover effect of regional insecurity. Existing and future disputes require an exhaustive survey of national, ethnic, religious, territorial, economic and political problems, and this is precisely what this volume sets out to do.

The Western Balkans have been a crossing point between Central Europe and the East for centuries. Devastated by tragic conflicts, nationalism and neglected investments, the Western Balkan countries are striving to find a new equilibrium. Citizens and institutions in the Balkans have repeatedly affirmed their ambition to become part of the European Union and have made significant efforts to turn this dream into reality. The European Investment Bank (EIB) has done a lot in this region over the past 20 years. It has helped build pan-European transport corridors, supported direct foreign investment, helped redevelop urban areas, provided technical assistance and additional finance to enhance and develop social and economic infrastructure, and stimulated private sector growth to create jobs.
