CHAPTER VII GERMANY: THE BULWARK OF FREEDOM A Nation so manifestly united as Germany showed herself on the 4th of August, 1914, is without precedent in German history. Even 1870 furnishes nothing comparable, since at that time, in the South German assemblies, especially in the Bavarian Chamber--not to speak of the secret aspirations and plans of certain Hessian Ministers--particularism was still very strong, and, moreover, Austria stood aside. Still less, of course, 1813, since the insurrection in the spring of that year was confined to the population of four Old Prussian provinces. The other sections of the German nation were under foreign domination, and for a long time continued to fight on the side of the French Emperor against their own people. The still more remote centuries do not of course furnish any example of unity among the German peoples. Germans were constantly at war with Germans, or, at any rate, large sections of the nation held back from and remained indifferent to the most fateful contests. Thus, the Uh of August, 1914, presented a phenomenon without parallel in the whole past history of Germany. The fact that the two western nations arrived so much earlier at national unity is to be ascribed not only to geographical and historical reasons, but also to the fact that the German central nation far excelled them both in extent of territory and in size of population. It was the very fact that the Roman Empire of the German nation was far too huge in extent for a feudal State that was one of the principal causes why that Empire fell to pieces in an epoch of defective means of communication and defective financial administration.
