Nursing homes have to collect and submit quality measures about how well they're running their organizations to the Centers for Medicare & Medicaid Services (CMS). Various aspects of clinical care are coded into a standardized set of data elements called the minimum data set, or MDS. All the data from all the nursing homes in the United States go into national databases. Right now, the MDS data go into the Quality Improvement and Evaluation System (QIES) and the Assessment Submission and Processing (ASAP) databases, but CMS is working on consolidating those into one big database.
