This book examines the current debate on nuclear non-proliferation and disarmament, notably the international non-proliferation regime and how to implement its disarmament provisions. Discussing the requirements of a new international consensus on nuclear disarmament and non-proliferation, this book builds on the three pillars of the nuclear non-proliferation treaty (NPT): non-proliferation, disarmament and peaceful uses of nuclear energy. It reviews the impact of Cold War and post-Cold War policies on current disarmament initiatives and analyses contemporary proliferation problems: how to deal with the states that never joined the NPT (India, Pakistan and Israel); how states that have been moving toward nuclear weapons have been brought back to non-nuclear-weapon status; and, in particular, how to deal with Iran and North Korea. The analysis centres on the relationship between disarmament and non-proliferation in an increasingly multi-centric world involving China and India as well as the US, the European powers and Russia. It concludes with a description and discussion of three different worlds without nuclear weapons and their implications for nuclear disarmament policies. This volume brings together more than three decades of research and writings by Professor Ramesh Thakur on the challenges posed by nuclear weapons. Following an introduction to the current nuclear state of play, the book addresses the challenge of nuclear weapons in three parts. Part I describes the scholar-practitioner interface in trying to come to grips with this challenge, the main policy impact on security strategy, and the various future nuclear scenarios. Part II addresses regional nuclear challenges from the South Pacific to East, South and West Asia and thereby highlights serious deficiencies in the normative architecture of the nuclear arms control and disarmament regime. In the third and final part, the chapters discuss regional nuclear-weapon-free zones, NPT anomalies (and their implications for the future of the nuclear arms control regime) and, finally, assess the global governance architecture of nuclear security in light of the three Nuclear Security Summits between 2010 and 2014. The concluding chapter argues for moving towards a world of progressively reduced nuclear weapons in numbers, reduced salience of nuclear weapons in national security doctrines and deployments, and, ultimately, a denuclearized world. This book examines the issue of nuclear disarmament in different strategic, political, and regional contexts. This volume seeks to provide a rich theoretical and practical insight to one of the major topics in the field of international security: global abolishment of nuclear weapons. Renewed calls for a nuclear weapons-free world have sparked a wide academic debate on both the attainability of such goal and the steps that should be taken. Comparably less attention, however, has been paid to theoretically informed considerations of the consequences of nuclear abolition. Comprising essays from leading scholars and experts within the field, this collection discusses the fundamental theoretical and conceptual foundations of nuclear disarmament and subsequently tries to assess its hypothetical impact in global and regional contexts. The varied methodological approach of the contributors aims to advance a multi-theoretical and multi-perspectival view of the issue. The book is organized in three main sections: ‘Strategic Perspectives’, dealing with the specific constraints and facilitators for the states to achieve their core objectives; ‘Political Perspectives’, with the focus on the power of norms, belief-systems and ideas; and ‘Regional Perspectives’, with the analyses of seven regional and/or state-specific nuclear contexts. As a whole, the volume provides a detailed, complex overview of the risks and opportunities that are embedded in the vision of a nuclear weapon-free world. Chapter One offers an overview of the international obligations and cooperation mechanisms concerning nuclear preparedness and response, with a special focus on those established by the European Union. The authors proceed to a critical review of multilateral treaties that have been established and they emphasise international obligations and cooperation mechanisms at the universal level. The aim of Chapter Two is to evaluate what is the potential nuclear explosive yield of a Hypothetical Nuclear Explosive Device (HNED) of the implosion type, based on reactor-grade plutonium and low technology, i.e. a technology comparable to that of the earliest plutonium weapons. Chapter Three discusses how South Korea is standing at a strategic crossroads of keeping a policy of denuclearisation and turning to nuclear armament. Confronted by North Koreas growing nuclear arsenal during the past decade, the idea of nuclear armament in South Korea is now regarded as one possible option, not a political taboo anymore. Chapter Four covers the missed opportunity to eliminate all nuclear weapons between 1945 and 1949, when only one country has this type of weapons in their military arsenals. Today, to reach that objective is extremely complicated, because there are now nine countries possessing nuclear weapons of different sizes and power, located around the world. According to Article VI of the Non-Proliferation Treaty, Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control. There has been much debate as to exactly what this article means. Chapter Five argues that the nuclear-weapon states should be challenged to fulfil the terms of this article literally.

This book while comprehending the contemporary global security environment, offers a new roadmap for nuclear disarmament by creating a balance between deterrence supporters and disarmament advocators. The author identifies the divide between competing approaches such as traditional security-centric aspects and humanity-centered disarmament perspectives, tackling the complex question of how to balance some states’ requirements for effective nuclear deterrence with other states’ long-term desire for a nuclear-free world. The book explores how new technologies such as cyber and Artificial Intelligence advances are available to more countries than nuclear technology, and could level the playing field for weaker nuclear weapons states. It also looks into the issues which continue to be obstacles in the way of convincing the nuclear weapon states on nuclear disarmament presented in this volume. The author argues that the gap between states' security needs and disarmament aspirations can be bridged by building a new roadmap and creating new security environment.
