This book makes a distinctive contribution to the crucial debate on the European Union (EU)’s present and future development. It systematically examines how the range of crises and challenges over the last decade have transformed the EU and relates those findings to the discussion of an increasingly differentiated EU. It argues that the post-crises EU shows clear signs of becoming a segmented political order with in-built biases and constraints. The book spells out the key features of such an order in ideational and structural terms and shows how it more concretely manifests itself in the EU’s institutional and constitutional make-up and in how member states constrain and condition EU action. Different states impose different types of constraints, as is underlined through paying explicit attention to the Visegrád countries. This book will be of key interest to scholars and students of EU politics/studies, European integration and politics, East European politics and foreign policy.

At the beginning of the twenty-first century, the European Union is an increasingly dense transnational social and political space. More and more non-governmental organisations develop transnational links, which are usually more intensive within the EU, even if they often extend beyond its borders to the wider world. This multi-disciplinary volume explores the importance of these structures, actors and relations for EU and European governance in the context of the theoretical debate about European integration in the social sciences. In today’s Europe, deep cracks are showing in the system of political cooperation that was designed to prevent the geopolitical catastrophes that ravaged the continent in the first half of the twentieth century. Europeans are haunted, once again, by the specters of nationalism, fascism, and economic protectionism. Instead of sounding the alarm, many conservatives have become cheerleaders for the demise of the European Union (EU). This compelling book represents the first systematic attempt to justify the European project from a free-market, conservative viewpoint. Although many of their criticisms are justified, Dalibor Rohac contends that Euroskeptics are playing a dangerous game. Their rejection of European integration places them in the unsavory company of nationalists, left-wing radicals, and Putin apologists. Their defense of the nation-state against Brussels, furthermore, is ahistorical. He convincingly shows that the flourishing of democracy and free markets in Europe has gone hand in hand with the integration project. Europe’s pre-EU past, in contrast, was marked by a series of geopolitical calamities. When British voters make their decision in June, they should remember that while Brexit would not be a political or economic disaster for the United Kingdom, it would not solve any of the problems that the “Leavers” associate with EU membership. Worse yet, its departure from the European Union would strengthen the centrifugal forces that are already undermining Europe's ability to solve the multitude of political, economic, and security challenges plaguing the continent today. Instead of advocating for the end of the EU, Rohac argues that conservatives must come to the rescue of the integration project by helping to reduce the EU’s democratic deficit and turning it into an engine of economic dynamism and prosperity. Integration in Europe has been a slow incremental process focusing largely on economic matters. Policy makers have tried to develop greater support for the European Union by such steps as creating pan-European political institutions. Yet significant opposition remains to policies such as the creation of a single currency. What explains continued support for the European Union as well as opposition among some to the loss of national control on some questions? Has the incremental process of integration and the development of institutions and symbols of a united Europe transformed public attitudes towards the European Union? In this book, Matthew Gabel probes the attitudes of the citizens of Europe toward the European Union. He argues that differences in attitudes toward integration are grounded in the different perceptions of how economic integration will affect individuals' economic welfare and how perceptions of economic welfare effect political attitudes. Basing his argument on Easton's idea that where affective support for institutions is low, citizens will base their support for institutions on their utilitarian appraisal of how well the institutions work for them, Gabel contends that in the European Union, citizens' appraisal of the impact of the Union on their individual welfare is crucial because their affective support is quite low. This book will be of interest to scholars studying European integration as well as scholars interested in the impact of public opinion on economic policymaking. Why have the states of Europe agreed to create an Economic and Monetary Union (EMU) and a single European currency? What will decide the fate of this bold project? This book explains why monetary integration has deepened in Europe from the Bretton Woods era to the present day. McNamara argues that the development of a neoliberal economic policy consensus among European leaders in the years after the first oil crisis was crucial to stability in the European Monetary System and progress towards EMU. She identifies two factors, rising capital mobility and changing ideas about the government's proper role in monetary policymaking, as critical to the neoliberal consensus but warns that unresolved social tensions in this consensus may provoke a political backlash against EMU and its neoliberal reforms.McNamara's findings are relevant not only to European monetary integration, but to more general questions about the effects of international capital flows on states. Although this book delineates a range of constraints created by economic interdependence, McNamara rejects the notion that international market forces simply dictate government policy choice. She demonstrates that the process of neoliberal policy change is a historically dependent one, shaped by policymakers' shared beliefs and interpretations of their experiences in the global economy.
