Towards 2030 China S Poverty Alleviation And Global Poverty Governance

This book assesses the global significance of China’s decade-long campaign to reduce poverty. After showing how the country’s unique approach to poverty alleviation brought about unparalleled progress toward achieving both the Millennium Development Goals (MDGs) and the Sustainable Development Goals (SDGs), the authors shed light on how China’s experience can help other countries around the globe as they try to permanently rid humanity of the scourge of poverty under ever more challenging social, economic and environmental conditions.

Regardless of the poverty line used, the speed and scale of China’s poverty reduction is historically unprecedented. Over the past 40 years, the number of people in China with incomes below US$1.90 per day—the international poverty line as defined by the World Bank to track global extreme poverty—has fallen by close to 800 million, accounting for almost three-quarters of the global reduction in extreme poverty. In 2021, China declared that it had eradicated extreme poverty according to its national poverty threshold, and that it had built a “moderately prosperous society in all respects.†? However, a significant number of people remain vulnerable, with incomes below a threshold more typically used to define poverty in upper-middle-income countries. China has set a new goal of approaching common prosperity by 2035, which can help keep the policy focus on the vulnerable population. Four Decades of Poverty Reduction in China: Drivers, Insights for the World, and the Way Ahead explores the key drivers of China’s poverty alleviation achievements and considers the lessons of China’s experience for other developing countries. The report also makes suggestions for China’s future policies. China’s approach to poverty reduction was based on two pillars. The first aimed for broad-based economic transformation to open new economic opportunities and raise average incomes. The second was the recognition that targeted support was needed to alleviate persistent poverty; this support was initially provided to disadvantaged areas and later to individual households. The success of China’s economic development and the associated reduction of poverty also benefited from effective governance, which helped coordinate multiple government agencies and induce cooperation from nongovernment stakeholders. To illustrate the role of broad-based economic transformation for poverty alleviation, separate sections of the report analyze growing agricultural productivity, incremental industrialization, managed urbanization and rural-to-urban migration, and the role of infrastructure.

Our assessment has been on Chinese Government and other development partners interventions meant to halt poverty. Our analysis indicated that China has indeed succeeded in reducing the number of people in absolute poverty from 250 million to 15 million in less than 30 years, which is very encouraging. But it should be pointed that this has been at the expense of its environment. However, its environmental problems are somewhat a major obstacle. As the average citizen attains a middle income status, their demand for a clean environment coupled with pollution free atmosphere becomes imperative. China should be able to overcome these environmentally related problems as it strives for global recognition.

From both theoretical and practical perspectives, this book systematically expounds the important theories, key measures and major achievements in the field of poverty alleviation in China, and sums up the important experience of poverty alleviation, it answers the significant question why China has been able to lift itself out of poverty and build a moderately prosperous society in an all round way. China has accumulated experience for achieving the two centenary goals, and contributed Chinese wisdom and Chinese solutions to the global cause of poverty reduction.

Poverty eradication is a common challenge faced by human beings. As the largest developing country, China has always placed poverty alleviation at a prominent position in its governance. On February 25, 2021, China fully completed its poverty alleviation goals and tasks, and the issue of absolute poverty was historically resolved, which greatly accelerated global poverty reduction process and wrote a new chapter in history of human anti-poverty. From the perspective of development economics, this book, taking economic growth and distributional regulation as the core thread and, public services, social security, ecological environmental protection as key elements, systematically sorts out through theoretical logic of poverty reduction in China's poverty eradication period, discusses and analyses implementation path of China's important poverty reduction measures, summarizes and shares China's poverty reduction experience in winning battle against poverty, which contributes Chinese wisdom and Chinese proposals to cause of global poverty reduction. The book consists of 7 chapters, roughly divided into three parts. The first part systematically analyzes basic features, policy system framework and implementation mechanism of China's poverty eradication and the results achieved from the perspective of international poverty reduction. The second part elaborates on theoretical logic, paths and policies, and practical experience of poverty reduction from five aspects: economic growth, distribution regulation, public services, social security, and ecological environmental protection. The third part summarizes China's experience in poverty alleviation from multiple perspectives.

This book offers comprehensive analysis for individual cases of poverty alleviation to facilitate respective in-depth key learnings and an overview of poverty alleviation strategies carried out in China. Best practices were selected from representative cases in China to demonstrate the development of different approaches in the poverty alleviation journey with collective stakeholders’ efforts – Government, Industry, Academia, and Research, plus the local stakeholders engaged in the rural development activities. Overseas cases are referenced to show the outcome of similar strategies as comparison with the consideration of regional specific conditions. These aim at engaging the readers from institutes, governments, corporates, or social enterprises, to think about how to adopt the related SDG strategies. They also serve as the initiatives to facilitate potential cross-region and cross-disciplinary collaboration. The book acts as the guide on how: - Poverty Reduction is one of the key goals in SDGs – while solving this key challenge, multiple goals could be planned and tackled together to make an effective solution. - Multi-disciplinary strategies are put in place, demonstrated via success stories and best practices. Key driving factors are identified with the consideration of the driving organization nature. - A system could be developed to engage different stakeholders in the society for industry development – and to avoid returning to poverty in the long term. - Future international cooperation could be facilitated to create a poverty alleviation framework applicable across different regions.

This open access book explores the historical, cultural and philosophical contexts that have made anti-poverty the core of Chinese society since Liberation in 1949, and why poverty alleviation measures evolved from the simplistic aid of the 1950s to Xi Jinping’s precision poverty alleviation and its goal of eliminating absolute poverty by 2020. The book also addresses the implications of China’s experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China’s meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism’s stance that “poverty amidst plenty is immoral”.
