It discusses the issues overall, goes on to examine the issues from the perspective of each of 14 key countries, and concludes by assessing the prospects for resolving common problems in order to preserve good order at sea.

This book examines the large but neglected topic of the development of maritime power from both an historical and a contemporary point of view. Navies have never been more important than they are now, in a century becoming, as widely expected, increasingly and profoundly maritime. The growing competition between China and Russia with the United States and its allies and partners around the world is essentially sea-based. This book explores ‘lessons learned’ from the military intervention in Libya by examining key aspects of the 2011 NATO campaign. NATO’s intervention in Libya had unique features, rendering it unlikely to serve as a model for action in other situations. There was an explicit UN Security Council mandate to use military force, a strong European commitment to protect Libyan civilians, Arab League political endorsement and American engagement in the critical, initial phase of the air campaign. Although the seven-month intervention stretched NATO’s ammunition stockpiles and political will almost to their respective breaking points, the definitive overthrow of the Gaddafi regime is universally regarded as a major accomplishment. With contributions from a range of key thinkers and analysts in the field, the book first explains the law and politics of the intervention, starting out with deliberations in NATO and at the UN Security Council, both noticeably influenced by the concept of a Responsibility to Protect (R2P). In 'The End of Grand Strategy', Simon Reich and Peter Dombrowski challenge this common view. They eschew prescription in favour of describing and explaining what America's military actually does. They argue that each presidental administration inevitably resorts to each of the six variant of grand strategy that they implement simultaneously as a result of a series of fundamental recent changes - what they term 'calibrated strategies.' Reich and Dombrowski support their controversial argument by examining six major maritime operations, stretching from America's shores to every region of the globe. Each of these operations reflects one major variant of strategy. They conclude that grand strategy, as we know it, is dead.
