Towards Policies For Conservation And Sustainable Use Of Aquatic Genetic Resources

This Global Plan of Action for the Conservation, Sustainable Use and Development of Aquatic Genetic Resources for Food and Agriculture (GPA) was developed by FAO at the request of the members of the Commission on Genetic Resources for Food and Agriculture in response to the needs and challenges identified in the first global assessment of the status of Aquatic Genetic Resources for Food and Agriculture (AqGR). It was developed following broad consultation with the regions and, following endorsement by the Commission, was formally adopted by FAO members at the 168th session of the FAO Council. The GPA is voluntary and non-binding and aims to promote effective management of AqGR ensuring that it makes a significant contribution to food security and sustainable development and to the alleviation of poverty and is targeted at all stakeholders in aquaculture, with a focus on resource managers and policy makers. The GPA has two parts, the first part introduces and sets the context for the importance of AqGR to sustainable aquaculture and future food security. The second part identifies strategic priorities and recommends actions under four priority areas: i) characterization, inventory and monitoring; ii) conservation and sustainable use; iii) development of AqGR for aquaculture; and iv) policies, institutions, capacity building and cooperation.

The conservation, sustainable use and development of aquatic genetic resources (AqGR) is critical to the future supply of fish. The State of the World’s Aquatic Genetic Resources for Food and Agriculture is the first ever global assessment of these resources, with the scope of this first Report being limited to cultured AqGR and their wild relatives, within national jurisdiction. The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. The Report represents a snapshot of the present status of AqGR and forms a valuable technical reference document, particularly where it presents standardized key terminology and concepts.

The advance of genetic sciences has led to a 'blue revolution' in the way we use aquatic biodiversity. By 2020, the world will be eating almost as much farmed as wild fish, marine bacteria could yield the cure for cancer and deep-sea bacteria may be exploited to gobble up oil spills. Science is moving ahead at a staggering speed, and the demand for genetic resources is growing rapidly - yet governance and policy lag far behind. This groundbreaking work is the first to look at the ownership, governance and trade in aquatic genetic resources. Blue Genes describes the growing demand for aquatic genetic resources and the desperate need to fill the policy vacuum about the management and conservation of aquatic biodiversity, which would help create a foundation for rules dictating access to, and use of, aquatic genetic resources. Special attention is paid to indigenous and local people having the right to access these resources and their role in managing and conserving aquatic biodiversity. The book concludes with policy recommendations specifically tailored to aquatic resources, with the use of six case studies from four continents to illustrate key issues.

This report discusses the need and methodologies for the utilization and conservation of genetic resources of aquatic animals. More than a review of genetic principles and technologies, the report addresses the application of such principles and technologies in development and conservation projects and research. Specific recommendations are made with regard to the genetic resources contained in natural populations, fisheries stocks, and aquaculture. Recommendations concerning regulatory, policy and legal aspects of aquatic genetic resources are also presented.

Over the past decade the importance of natural resources for sustainable agricultural development has been increasingly discussed at international forums and conferences. Aside from the sustainable management of soil, water, and air, it now seems to be accepted that the sustainable management of genetic resources is one of the four indispensable preconditions for a sustainable agriculture. The discussion on conservation of plant genetic resources for food and agriculture (PGRFA), however, has to reflect the costs of conservation as well. These have not yet been discussed intensively. The study analyzes the conservation costs of plant genetic resources; it also assesses the effectiveness of conservation and the efficiency of the different conservation instruments. It is based on extensive surveys in relevant countries. Following the detailed cost and impact analysis, the results show that the effectiveness of conservation strategies may be increased.

There are over 1300 species of cyprinids in Asia, and these are utilized by people for food (capture fisheries and aquaculture) and as ornamental species. This publication focuses on cyprinid species that are bred in hatcheries and used in aquaculture and restocking activities. Introduced and threatened species of cyprinids in Asia are also discussed. We are well aware that we have not covered many other cyprinid species that are utilized by people in Asia in various ways: wild species in capture fisheries, self-recruiting species in aquaculture ponds and other water bodies, and aquarist species.
