Recent decades have seen a significant increase in the number of decommissioning projects undertaken globally. Decommissioning technologies have advanced, driven by innovations in digitization and robotics, and the Systematic Approach to Training (SAT) methodology is now being applied to the decommissioning phase of all types of nuclear facilities. This publication provides practical information and examples of good practices in training personnel for decommissioning activities, based on Member States’ experience, including guidance on the application of SAT methodology. The increasing use of digital and web-based tools to enhance competence development for implementation of decommissioning programmes is also discussed.

One of the cornerstones of the success of nuclear facility decommissioning is the adequate competence of personnel involved in decommissioning activities. The purpose of this report is to provide methodological guidance for, and specific examples of good practices in, training as an integral part of human resource management for the personnel performing decommissioning activities. The use of the systematic methodology and techniques described in this publication may be tailored and applied to the development of training for all types of nuclear facilities undergoing decommissioning. Examples of and good practices in other aspects of human resources, such as knowledge preservation, management of the workforce and improvement of human performance, are also covered. The information contained in this publication, and the examples provided in the appendices and enclosed CD-ROM, are representative of the experience of decommissioning of a wide variety of nuclear facilities. Methods and tools presented in the report and used for training, human resource management, knowledge preservation and performance improvement, for successfully carrying out the decommissioning projects, constitute a framework for those who are preparing nuclear facility decommissioning projects of various strategies and magnitudes.

For many Member States with operating nuclear power plants, it has been some years since a nuclear power plants (NPP) has been commissioned, and most of the staff with experience in commissioning has since retired. Additionally, in a number of Member States, serious consideration is being given to initiating a new nuclear power program. This document is intended to provide useful information for both situations. It is expected that Member State organizations will use this information to improve their training programs and other aspects of human resource management for commissioning of NPPs in areas such as: staffing plans for commissioning, commissioning training plan development and implementation, content and methods for commissioning training, training materials for commissioning, control room simulator training to support commissioning and the organization of training for commissioning.

Nuclear Waste Management Facilities: Advances, Environmental Impacts, and Future Prospects examines best practices and recent trends in improving nuclear safety and reducing the negative environmental impacts of nuclear waste. With strong emphasis on regulatory requirements, this reference is essential for designing new integrated waste management practices, using lessons learned from historical and current practices. Divided into three key sections, Part One introduces the reader to the safety and environmental impacts of the nuclear industry. Part Two reviews recent technological and methodological approaches to enhancing safety, as well as reducing the carbon footprint of both individual processes and integrated facilities. Topics covered include waste processing, transmutation and decommissioning. Part Three consider potential management schemes for special waste from innovative sources, and wastes that contain emerging contaminants, including waste recycling opportunities. Nuclear Waste Management Facilities: Advances, Environmental Impacts, and Future Prospects is a crucial tool needed to implement the safest and most environmentally considerate best practices within nuclear waste management facilities. Presents recent approaches used to assess and improve the safety and reduce the environmental impacts of nuclear waste management facilities Offers technical guidance to support the development and defense of the environmental impact assessment (EIA) and Safety Cases to support the waste management facilities licensing throughout their lifecycles Highlights the future perspectives for wastes produced from innovative reactors and wastes containing emerging contaminants, and recycling opportunities
