This book explores the state in post-genocide Rwanda through an ethnography of a state-run civic education program and everyday forms of government. In 2007, the Rwandan government introduced a nationwide civic education program, called Itorero, to teach all inhabitants about its vision of the model Rwandan citizen. Since then, this ideal has been pursued through remote training camps, village assemblies, and daily government practices. Based on ethnographic research of the life and workings of Itorero camps and the day-to-day administration of a local neighborhood in Kigali, this book investigates how such a pursuit has come to affect Rwandans’ relation to the state and what it may tell us about modern forms of authoritarian rule.

Citizenship can be defined simply as being a member of political institutions. This provocative book examines this insufficiently understood form of warfare in post-genocide Rwanda, where it contributed to the making of dictatorship. Jens Meierhenrich provides a redescription of Rwanda's daring experiment in transitional justice known as inkiko gacaca. By dissecting the temporally and structurally embedded mechanisms and processes by which change agents in post-genocide Rwanda manoeuvred to create modified legal arrangements of things past, Meierhenrich reveals an unexpected jurisprudence of violence. Combining nomothetic and ideographic reasoning, he shows that the deformation of the gacaca courts – and thus the rise of lawfare in post-genocide Rwanda – was not preordained but the outcome of a violently structured contingency. The idea for this book arose out of a little known political scandal, known as "phonegate", that occurred in Minnesota in the early 1990's in which a number of legislators were found to have been abusing their phone privileges. The hubris of the legislature in response to the discovery of this abuse not only made me rather angry, but, since I had been called for jury duty the year before, gave me the idea that service in the legislature ought to be a duty of citizenship like jury duty. Although the idea of the citizen legislature goes back to Aristotle, serious consideration of it raises the question of what is meant by citizenship and representation. This book addresses that question. It is an attempt to develop a model of citizenship in which representation is simultaneously a fundamental right and the highest obligation. After developing these ideas at a rather high level of abstraction, the book concludes with a proposed constitutional amendment for the State of Minnesota to illustrate how the model will work in practice.
