Transatlantic Perspectives On Security Imperatives

The third volume of the Transatlantic Public Policy Series contains papers prepared by members of the Transatlantic Policy Consortium (TPC), representing American and European universities and institutions. The 13 contributions focus on the future of NATO, the possibilities of transatlantic cooperation in the Middle East problems, and the challenges to human security. The collection serves as an illustration of the state of the debate on security problems in transatlantic relations at this specific time. It will contribute to greater synergies of thinking and studies of global security pursued in American and European institutions.

The post-September 11th security policies of Poland, the UK, France, the US and Germany presented in this new book illustrate how and why the Atlantic community ruptured over Iraq, a result in part, it is argued, of the existence of particular national strategic cultures. Whilst the longer term effects of Iraq for the transatlantic security agenda have yet to fully transpire, what is certain is that the EU's ambitions to become a credible security actor have been seriously questioned, as has the notion of multilateralism as an international norm, as has the function of international law. The book addresses these issues by considering the evolution of the EU's role in the world and the development of American perspectives on the transatlantic security agenda. This volume was previously published as a special issue of the journal European Security.

Given the Ukraine crisis, Russia’s resurgence and the burning crises in the South there has never been a better time to discuss European defence. From November 2014 to March 2015, the online magazine European Geostrategy published a number of excellent essays on the European Union’s Common Security and Defence Policy (CSDP), all from a national perspective. You can now read all of the essays in this one neat publication. Indeed, in this essay collection jointly published by European Geostrategy, the Egmont Institute and the Institute for European Studies, a host of leading experts give their national perspectives on the present state and future of the EU’s CSDP. Each of the thirty-four essays focuses on the continued relevance of the CSDP when compared to the security challenges facing Europe today. Some essays give a bleak picture of the future, whereas others see grounds for optimism. Either way the essays are bound to provoke reactions of all kinds.

NATO's decision to open itself to new members and new missions is one of the most contentious and least understood issues of the post-Cold War world. This book, an unusual and intriguing blend of memoirs and scholarship, takes us back to the decade when those momentous decisions were made. Former senior officials from the United States, Russia, Western and Eastern Europe who were directly involved in the decisions of that time describe their considerations, concerns, and pressures. They are joined by scholars who have been able to draw on newly declassified archival sources to revisit NATO's evolving role in the 1990s.

Within these pages is a veritable banquet for those who savour the politics of international security. The reader is offered factual analysis, insight, new perspectives, revisited concepts, problem spotting and recipes for solutions. Academic observers from a dozen different countries in Eastern and Western Europe and on both sides of the Atlantic subject a large number of questions of topical interest in the security field to one or other of these forms of treatment. Their debate embraces reinforcement of the European pillar of the Alliance; adjustment of the balance of responsibilities between the two sides of the Atlantic; and shoring up the transatlantic partnership and perhaps broadening it into that elusive concept, a 'transatlantic community', stretching into economic and other fields. They address the perceived security vacuum in parts of Central and Eastern Europe and discuss measures to build up greater confidence between former Cold War antagonists and ways of developing in them the habits of co-operation rather than counter-operation. They draw up architectural designs for the security of the twenty-first century and grapple with the conflict of ideas circulating about the Alliance's future and particularly about its future relationship with Russia. Isolationism, nationalism, multilateralism, realism, constructivism and other -isms are helpfully put into context. Renationalisation, denationalisation and identities in formation or in decline are also investigated.

This study examines a key aspect of regulatory policy in the field of data protection, namely the frameworks governing the sharing of data for law enforcement purposes, both within the EU and between the EU and the US and other third party countries. The work features a thorough analysis of the main data-sharing instruments that have been used by law enforcement agencies and the intelligence services in the EU and in the US between 2001 to 2015. The study also explores the challenges to data protection which the current frameworks create, and explores the possible responses to those challenges at both EU and global levels. In offering a full overview of the current EU data-sharing instruments and their data protection rules, this book will be of significant benefit to scholars and policymakers working in areas related to privacy, data protection, national security and EU external relations.

This book examines how legal, political, and rights discourses, security policies and practices migrate and translate across the North Atlantic. The complex relationship between liberty and security has been fundamentally recast and contested in liberal democracies since the start of the 'global war on terror'. In addition to recognizing new agencies, political pressures, and new sensitivities to difference, it is important that not to over-state the novelty of the post-9/11 era: the war on terror simply made possible the intensification, expansion, or strengthening of policies already in existence, or simply enabled the shutting down of debate. Working from a common theoretical frame, if different disciplines, these chapters present policy-oriented analyses of the actual practices of security, policing, and law in the European Union and Canada. They focus on questions of risk and exception, state sovereignty and governance, liberty and rights, law and transparency, policing and security. In particular, the essays are concerned with charting how policies, practices, and ideas migrate between Canada, the EU and its member states. By taking ‘field’ approach to the study of security practices, the volume is not constrained by national case study or the solipsistic debates within subfields and bridges legal, political, and sociological analysis. It will be of much interest to students of critical security studies, sociology, law, global governance and IR in general. Mark B.
