Transatlantic Security From The Sahel To The Horn Of Africa

As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

Recent scholarship in International Relations (IR) has started to study the meaning and implications of a non-Western world. With this comes the need for a new paradigm of IR theory that is more global, open, inclusive, and able to capture the voices and experiences of both Western and non-Western worlds. This book investigates why Africa has been marginalised in IR discipline and theory and how this issue can be addressed in the context of the emerging Global IR paradigm. To have relevance for Africa, a new IR theory needs to be more inclusive, intellectually negotiated and holistically steeped in the African context. In this innovative volume, each author takes a critical look at existing IR paradigms and offers a unique perspective based on the African experience. Following on from Amitav Acharya and Barry Buzan’s work, Non-Western International Relations Theory, it develops and advances non-Western IR theory and the idea of Global IR. This volume will be of key interest to scholars and students of African politics, international relations, IR theory and comparative politics.

This volume critiques contemporary power trends by examining key bilateral dynamics between five putative ‘poles’ of the multipolar order in the twenty-first century. Written by emerging scholars and established academics, this work provides a timely and authoritative analysis of one of the most controversial and compelling security debates of the twenty-first century. Adopting a detailed case study approach, the volume examines contemporary great power relations between the US, China, Russia, India and the EU. Each chapter explores the essential nature and characteristics of individual inter-state relationships in order to explicate and appraise the empirical evidence for a putative multipolar order. The volume aims to deepen understanding of power trends and critically assess the individual inter-dynamics at play. In doing so, it critiques the various models offered, such as the hub and spoke model (with the US remaining as the primary actor) and Zakaria’s ‘networked’ model, as part of a purported ‘post-American world’. The work places each of the individual relationships into a wider strategic and political context, in relation to the continued international turbulence and change that has seemed even more prominent in recent times, taking into account the twin challenges of Brexit and the presidency of Donald Trump. It concludes by returning the focus to the central questions of if, how and when a post-American, multipolar world could develop. This volume will be of much interest to students of global security, foreign policy, and IR in general.

This book illustrates how Africa’s defence and security domains have been radically altered by drastic changes in world politics and local ramifications. First, the contributions of numerous authors highlight the transnational dimensions of counterterrorism and counterinsurgency in Africa and reveal the roles played by African states and regional organisations in the global war on terror. Second, the volume critically evaluates the emerging regional architectures of countering terrorism, insurgency, and organised violence on the continent through the African Union Counterterrorism Framework (AU-CTF) and Regional Security Complexes (RSC). Third, the book sheds light on the counterterrorism and counterinsurgency (CT-COIN) structures and mechanisms established by specific African states to contain, degrade, and eliminate terrorism, insurgency, and organised violence on the continent, particularly the successes, constraints, and challenges of the emerging CT-COIN mechanisms. Finally, the volume highlights the entry of non-state actors – such as civil society, volunteer groups, private security companies, and defence contractors – into the theatre of counterterrorism and counterinsurgency in Africa through volunteerism, community support for state-led CT-COIN Operations, and civil-military cooperation (CIMIC). This book will be of use to students and scholars of security studies, African studies, international relations, and terrorism studies, and to practitioners of development, defence, security, and strategy.

The Mediterranean is a highly interconnected geopolitical space in which instability, conflict and insecurity have increased dramatically in the last few years. Today, Mediterranean security is even more central to the national interests of Italy, and therefore requires a continuous, systematic and in-depth reflection by the country’s elites and public opinion. The book aims to contribute to this reflection by addressing the issue with a comprehensive and pragmatic approach. The first chapter analyses the “arc of crisis” in the Arab world, linking current instability and conflicts to the socio-economic, religious, political and geopolitical dynamics. The second chapter focuses on the Mediterranean Sea – from the Italian perspective – in terms of trade between littoral states, maritime traffic, and the “blue economy.” The third chapter focuses on the energy-producing North African countries, the Mediterranean offshore fields and European energy policies in this region (with a view not only to energy security). The fourth chapter analyses the positions of NATO and its major member states with respect to Mediterranean security, with a specific focus on the Alliance’s maritime strategy. The fifth chapter discusses the recent EU Maritime Security Strategy relation with the Mediterranean. Finally, the sixth chapter looks at the “Euro-Mediterranean region” from the Italian perspective, a region that is the priority area for use of the military, including its naval component, as evidenced by the series of naval operations conducted in recent years to respond to the migration crisis.

The prevailing narrative on Africa is that it is awash with violent conflict. Indeed, it does suffer from a multitude of conflicts — from border skirmishes to civil wars to terrorist attacks. Conflicts in Africa are diverse and complex, but there have been a number of cases of successful conflict management and resolution. What accounts for the successes and failures, and what can we learn from Africa’s experience? Minding the Gap: African Conflict Management in a Time of Change takes on these questions, bringing together more than 20 experts to examine the source of conflicts in Africa and assess African management capacity in the face of these conflicts.

How global organized crime shapes the politics of borders in modern conflicts Separatism has been on the rise across the world since the end of the Cold War, dividing countries through political strife, ethnic conflict, and civil war, and redrawing the political map. Gangsters and Other Statesmen examines the role transnational mafias play in the success and failure of separatist movements, challenging conventional wisdom about the interrelation of organized crime with peacebuilding, nationalism, and state making. Danilo Mandić conducted fieldwork in the disputed territories of Kosovo and South Ossetia, talking to mobsters, separatists, and policymakers in war zones and along major smuggling routes. In this timely and provocative book, he demonstrates how globalized mafias shape the politics of borders in torn states, shedding critical light on an autonomous nonstate actor that has been largely sidelined by considerations of geopolitics, state-centered agency, and ethnonationalism. Blending extensive archival sleuthing and original ethnographic data with insights from sociology and other disciplines, Mandić argues that organized crime can be a fateful determinant of state capacity, separatist success, and ethnic conflict. Putting mafias at the center of global processes of separatism and territorial consolidation, Gangsters and Other Statesmen raises vital questions and urges reconsideration of a host of separatist cases in West Africa, the Middle East, and East Europe.

In view of the Italian Presidency of the Group of Seven (G7) in 2017, the Istituto Affari Internazionali (IAI) conducted a research project on “Major Challenges for Global Macroeconomic Stability and the Role of the G7” together with a major policy think tank in each of the other G7 member countries: Center for International Governance Innovation (CIGI, Canada); Centre d’Etudes Prospectives et d’Information Internationales (CEPII, France); Kiel Institute for the World Economy (IfW, Germany); Japan Institute for International Affairs (JIIA, Japan); Royal Institute for International Affairs (Chatham House, United Kingdom); Peterson Institute for International Economics (PIIE, United States).The project covered the following three subjects, representing major challenges for G7 policy-makers: macroeconomic policy coordination; international trade relations; global financial stability. Each participating think tank prepared a paper addressing all or some of the issues from the perspective of its own country, outlining areas of possible consensus for joint actions to be achieved within the Group and offering independent policy recommendations for the G7 deliberations. The seven papers have been presented at an international conference held in Rome on 27-28 March 2017 and have been discussed by a broad range of experts from academia and international institutions. The proceedings of the conference are presented in this volume. A broad consensus emerged from the T7 papers and the contributions of the discussants on the need to reduce policy uncertainty, preventing a resurgence of financial tensions in capital and foreign exchange markets. Boosting public investment in infrastructures and new technologies; defining a “better trade agenda” with adequate social protections and completing the financial regulatory reform were also indicated as top priorities for the G7.
