Transatlantic Transformations

With original archival documents and interviews from the US and Europe, Michelle Frasher brings the reader into the negotiating room with American, German, and French officials as they confronted the collapse of the Bretton Woods monetary system and made decisions that affected the course of European integration and the contemporary neoliberal order. She identifies crisis as the catalyst for change in international monetary policies, but argues that the causes of crisis originated from a multitude of factors such as market speculation, American hegemony, institutional flaws, and ideational conflicts among the leaders themselves. Far from a planned and consensual process, this book shows that the transformation to neoliberalism was riddled with discord and fret with trial and error. She argues that the resulting currency regime allowed governments to entrench themselves in national interests and facilitated the "marketization" of the state, where states have became both clients and participants in the financialized global economy—to the detriment of international stability. Frasher’s is the first work to connect the 1960s and 1970s to the difficulties of inter-state and inter-market cooperation that have plagued the system in the last decades, and it puts the 2008 debacle into historical perspective.

The legacies of plantation slavery continue to inhabit, animate, and haunt the diverse forms of unfreedom that mark our present. Diverse Unfreedoms charts a new way of thinking through these legacies of unfreedom via a more entangled and multidirectional model of what makes for historical change and continuity in practices and relationships of subjugation. This volume troubles the stark opposition between slavery and freedom by foregrounding the diversity of types of exploitation above and beyond the most extreme forms of dehumanization characterized by slavery. The chapters, from multiple disciplines and discussing diverse regions and historical periods, illustrate the significance of interdisciplinary and international perspectives in understanding diverse unfreedoms, and offer a nuanced account of historical change and continuity in systems that generate and perpetuate unfreedom. Through examining the frictions that mark certain key moments of legal, social, and institutional transition, the essays in this volume express the limits of liberal humanist projects and present a critique of the liberal notion of freedom as the necessary horizon of emancipatory imagination and labor.

With the end of the Cold War, the euphoria of the Gulf War of the 1990s and the avowal of a New World Order, peace-operations were declared as the recipe for a better world through international intervention in conflict arenas. However, the debacles and failures in Cambodia, Somalia, or the Balkans led to disillusionment and a sense of strategic helplessness among leaders, experts and scholars in the industrial democracies. While these arguments have been the focus of intense criticism and discussion, they nevertheless underscore the fact that since the end of the Cold War the armed forces of the industrial democracies have undergone very significant transformations. This is the first work linking the changes in armed forces to Peace Support Operations (PSOs), those operations with major state-building components that demand broad and coherent cooperation between military forces and civilian entities. The Transformation of the World of War and Peace Support Operations is timely as the recent debates over PSOs continue to take center stage. This work embodies a new set of ideas and concepts that aid in grasping and interpreting the transformations taking place in the world of war and in PSOs. It seeks to understand how social, economic, political, and organizational transformations around the globe are related to the complex links between armed forces and PSOs.
