In this book, Marco Verweij presents a new and challenging theoretical framework with which to understand international relations, based on the cultural theory developed by Mary Douglas, Michael Thompson, Aaron Wildavsky and others. By applying this framework in a detailed study of the environmental protection of the River Rhine in Western Europe and the Great Lakes of North America, he also contributes to a better understanding of how transboundary environmental problems have been, and can be, solved.

The last decade has seen a dramatic increase in the attention paid by social scientists to environmental issues, and a gradual acknowledgement, in the wider community, of the role of social science in the public debate on sustainability. At the same time, the concept of `culture', once the property of anthropologists has gained wide currency among social scientist. These trends have taken place against a growing perception, among specialist and public, of the global nature of contemporary issues. This book shows how an understanding of culture can throw light on the way environmental issues are perceived and interpreted, both by local communities and within the contemporary global arena. Taking an anthropological approach the book examines the relationship between human culture and human ecology, and considers how a cultural approach to the study of environmental issues differs from other established approaches in social science. This book adds significantly to our understanding of environmentalism as a contemporary phenomenon, by demonstrating the distinctive contribution of social and cultural anthropology to the environmental debate. It will be of particular interest to students and researchers in the fields of social science and the environment.

"Transboundary Policy Challenges" responds to a growing interest in borderlands environmental policy by highlighting significant transboundary research and practices being undertaken within and across the Pacific border regions of North America. Growing concern about the seriousness of environmental problems, particularly in high-growth border areas, coupled with the rising awareness of the complexities entailed in wise development decisions, has spurred recognition that new realities require new responses. Critical for effective environmental protection, restoration, and education is a sharing of understanding and effort across borders. "Transboundary Policy Challenges" advances transborder environmental research and discusses sensible policy directions with particular focus on critical areas of international concern and engagement: land and water use planning; regional growth management; trade and transportation corridors; environmental education; and travel and tourism. Contributors to the volume represent a range of disciplines, as well as institutions in Canada, the United States, and Mexico.

As a result of a lifetime of incomparably wide-ranging investigations, Aaron Wildavsky concluded that politics in the United States and elsewhere was a patterned activity, exhibiting recurring regularities. Political values, beliefs, and institutions were neither endlessly varied, nor haphazardly organized. They tended to exhibit a limited range of variation, and were organized in discoverable, predictable ways. In Cultural Analysis, the fourth collection of his essays posthumously published by Transaction, Wildavsky argues that American politics, public law, and public administration are the contested terrain of rival, inescapable political cultures.Analysts of American politics distinguish liberals from conservatives and Democrats from Republicans, but do not explain how these categories of political allegiance develop, maintain themselves, or change. Wildavsky offers a cultural-functional explanation for ideological and partisan coherence and realignment. Wildavsky also felt that these dualisms did not adequately capture the ideological and partisan variation he observed on the political landscape. Like others, he detected another recurring strain of political allegiance: that of classical liberalism or libertarianism. People of this political stripe valued freedom more than equality (the primary political value of contemporary liberals), and also more than order, the primary political value of conservatives. The value of Wildavsky's reconceptualization of the ideological and social foundations of political conflict, compromise, and coalition is assessed here by Wildavsky's former colleagues and students at the University of California, Berkeley: Dennis Coyle, Richard Ellis, Robert Kagan, Austin Ranney, and Brendon Swedlow.

This comprehensive analysis of key issues in North American environmental policy provides an overview of how the US, Mexico, and Canada differ in their environmental management approaches and capacity levels, and how these differences play into cross-border cooperation on environmental problems. The book offers insights into transboundary cooperation both before and after NAFTA, and presents a framework for making environmental interaction more effective in the future. The book is organized into two parts. The first, more general, section compares the national contexts for environmental management in each country—including economic conditions, sociocultural dynamics, and political decision-making frameworks— and shows how these have led to variations in policy approaches and levels of capacity. The authors argue that effective environmental governance in North America depends on the ability of transboundary institutions to address and mediate these differences. The book's second section illustrates this argument, using four case studies of environmental management in North America: biodiversity and protected areas, air pollution (smog); greenhouse gas reduction, and genetically modified crops.
