In Transboundary Water Cooperation in Europe, Götz Reichert analyzes the multidimensional regime for the protection and management of European transboundary freshwater resources that is composed of international water law, the water law of the European Union, and domestic water legislation.

The publication presents and analyses the findings of the first pilot reporting exercise under the Water Convention, which was carried out in 2017. Progress made in the implementation of the Convention is reviewed and summarised, together with the identification of significant trends, success, challenges and opportunities concerning transboundary water cooperation. The reporting mechanism under the Convention was formally adopted (decision VII/2) by the Meeting of the Parties to the Water Convention at its seventh session (Budapest, 17-19 November 2015).

This book provides the first comprehensive assessment of the various issues faced by countries in the European Union, where progressing climate change and urbanization pose significant cooperative challenges in a large number of river basins. Conducting a thorough analysis of the intricate web of EU water governance, it reveals that the hydropolitical stability of the European Union is already at risk. Further, given the structural nature of the shortcomings in EU water policy—e.g. the rigidity of the EU’s founding treaties or the institutional complacency of the European Commission—the book argues that these risks are likely to turn into sources of prolonged conflict, unless EU decision-making bodies take steps to address the new hydrological realities early on.

Environmental Information in European Transboundary Water Management aims to examine the role of information in transboundary river basin and water management, and the way it is used (or not) in policy and decision and decision-making within the wider European area. While having forward-looking perspective justified by the ongoing implementation of the EU water Framework Directive among EU Member States and Candidates Countries, many of the chapters draw on the experiences gained from the past and existing transboundary river basin co-operation experiences. Chapters are organised according to a framework that shows the sharing of water resources to be based upon a foundation of integrated water resources management, supported by three pillars: Politics - concerned with the enabling of sharing water resources, including the recognition of differences in riparian interests and international collaboration. Technical cooperation - concerned with concrete co-operation including exchange of information; tools and techniques to produce, use and disseminate information; joint research programmes; joint river basin plans; and joint ventures i.e. jointly performed water management actions. Legal-institutional - dealing with institutions and legal instruments that support the vision of fair and equitable sharing of international water resources; this pillar finds its basis in internationally laid down principles of cross border co-operation. Environmental Information in European Transboundary Water Management will appeal to professionals involved in the various aspects of transboundary river basin co-operation, both on strategic and operational levels, but also to the academic community concerned with the study of transboundary river basin or water management. It will also be an important source for graduate students in (transboundary) river basin management.

This publication is the main output of the "Transboundary Water Cooperation in the Newly Independent States" project. It aims to define the status, trends and further needs with regard to transboundary water cooperation in the Newly Independent States (NIS), and between NIS and their neighbours. The analysis and recommendations will provide a basis for future actions and projects for the development of cooperation in the NIS on transboundary waters, in particular within the work programme of the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) and the Strategic Partnership on Water for Sustainable Development.
