Transforming Heritage In The Former Yugoslavia

Heritage became a target during the Yugoslav Wars as part of ethnic cleansing and urbicide. Out of the ashes of war, pasts were remodelled, places took on new layers of meaning, and a wave of new memorialization took hold. Three decades since the fall of Vukovar and the end of the siege of Sarajevo, and more than a decade since Kosovo’s Declaration of Independence, conflict has shifted from armed confrontations to battles about the past. The former Yugoslavia has been described on the one hand as a bastion of plurality and multiculturalism, and on the other, as a territory of antagonism and radical nationalisms, echoing imaginaries and narratives relevant to Europe as a whole. With Croatia having entered the EU in 2013 and the continuous political contestation in the region, wounds in the memory fabric of the former Yugoslavia have once more come to the world’s attention. Thus, there is the question what will happen when the former republics are ‘reunited’ once more under the EU umbrella, itself beset by increasing populisms, nationalisms, and the looming prospects of territorial fragmentation. This collection scrutinizes the role of heritage in ‘conflict-time’, inquires what role the past might have in creating new identities at the local, regional, national, and supra-national levels, and investigates the dynamics of heritage as a process.

"Described as 'cultural crossroads' or 'mosaić,' 'powder keg', 'border', 'bridge' or Europe's 'Other', the region comprising former Yugoslavia has, over time, conjured up ambiguous imaginaries associated with political unrest, national contest and ethnic divide. Since the disintegration of Yugoslavia and the succeeding Yugoslav Wars of the 1990s, both the geography and historiography of the region have been thoroughly reconfigured, which has impacted the ways in which heritage is interpreted and used at local, regional and national levels. In this ongoing process of heritage (re)interpretation, tourism is more than just a 'dark' spectacle. While it can be seen as a catalyst through which to filter or normalise dissonant memories, it can also be utilised as a powerful ideological tool which enables the narrative reinvention of contested traditions and divisive myths.Drawing on case studies from Bosnia-Herzegovina, Croatia and Kosovo, this volume generates new and fascinating insights into the contested terrain of heritage tourism in former Yugoslavia. This book analyzes how Second World War heritage is being reframed in the memorial museums of the post-socialist, post-conflict states of Croatia, Bosnia and Herzegovina, and Serbia. It argues that in all three countries, a reluctance to confront undesirable parts of their national histories is the root cause explaining why the state-funded Second World War memorial museums remain stuck in the postsocialist transition. In most cases, Second World War museums, exhibitions, and displays conceived in the Yugoslav period have been left unchanged. However, there are also examples where new sections were added to the old ones and there are a small number of completely reconceptualized permanent exhibitions. The transitional position of the Second World War museums has made it possible to view these institutions as historical formations in their own right. The book will appeal to students and academics working in the fields of heritage and museums studies, memory studies, and cultural history of Southeast-Europe.

This book considers the sensitive heritage elements linked to the very issue of the origins of nations. Beliefs, rituals, and traditional knowledge are examples of intangible cultural heritage (ICH), which communities globally regard as the core of their cultural identity. When it is unclear which element of heritage “belongs” to whom, like in the Western Balkans, where the majority of heritage elements are shared, ICH disputes exacerbate conflict. Its mishandling is especially acute when minority heritage is excluded from governmental cultural policies. With a focus on Serbia, Croatia, Bosnia and Herzegovina, and Montenegro, this book has a global thematic scope, theoretical depth, and policy relevance to the scholars of anthropology and heritage studies as well as to those interested in cultural diversity, human rights, and cultural and educational policies. The massive intentional destruction of cultural heritage during the 1992-1995 Bosnian War targeting a historically diverse identity provoked global condemnation and became a seminal marker in the discourse on cultural heritage. It prompted an urgent reassessment of how cultural property could be protected in times of conflict and led to a more definitive recognition in international humanitarian law that destruction of a people's cultural heritage is an aspect of genocide. Yet surprisingly little has been published on the subject. This wide-ranging book provides the first comprehensive overview and critical analysis of the destruction of Bosnia-Herzegovina's cultural heritage and its far-reaching impact. Scrutinizing the responses of the international community during the war (including bodies like UNESCO and the Council of Europe), the volume also analyses how, after the conflict ended, external agendas impinged on heritage reconstruction to the detriment of the broader peace process and refugee return. It assesses implementation of Annex 8 of the Dayton Peace Agreement, a unique attempt to address the devastation to Bosnia's cultural heritage, and examines the treatment of war crimes involving cultural property at the International Criminal Tribunal for the former Yugoslavia (ICTY). Decolonial Politics in European Peripheries: Redefining Progressiveness, Coloniality and Transition Efforts is a timely contribution to the project of theorizing "Europe" through decolonial perspectives on the Left, as the European and global crisis has prompted new reflections on what it means to sit still at the European "peripheries". The book explores how the joint scholarship efforts of postcolonial and postsocialist scholars might come up with better-grounded and more detailed theoretical and methodological insights into the process of globalization, and subsequent peripheralization, if framed under a progressive and leftist perspective. The authors, many from the South-East Europe region, use a variety of analytical lenses to demonstrate how the nexus of postcolonial, postsocialist area studies and progressive developmental political thought could inspire changes in the future which are in dissonance with neoliberal and neoconservative capitalism. Assessing issues related to the Orthodox Church from an academic, secular point of view is a sensitive matter. However, by tracing and interpreting the engagement of the Serbian Church with the memory of Serbian heroic victimhood in World War II through a kind of “methodological agnosticism,” this volume has managed to tackle the subtle topic in a very delicate and value-neutral way. Arguing that the search for a collective memory is particularly urgent in the face of societal uncertainty and that religious institutions often use their memory potential to reaffirm their public relevance, the book examines the motivations, forms, strategies, and outcomes of a wide range of mnemonic activities the Serbian Orthodox Church engaged in following the upheavals caused by the collapse of Yugoslav socialism, the violent dissolution of the country, and the fall of the Milošević regime. These activities, taking place within the memory fields framed by the post-socialist, post-conflict, and post-secular horizons, took liturgical and non-liturgical forms, often involving a hybrid fusion of the two. As a result of this mnemonic endeavor, the author argues, the Church was successful in reasserting its power and legitimacy in the public sphere of post-2000 Serbia.
