Diane Stone addresses the network alliances or partnerships of international organisations with knowledge organisations and networks. Moving beyond more common studies of industrial public-private partnerships, she addresses how, and why, international organisations and global policy actors need to incorporate ideas, expertise and scientific opinion into their 'global programmes'. Rather than assuming that the encouragement for 'evidence-informed policy' in global and regional institutions of governance is an indisputable public good, she queries the influence of expert actors in the growing number of part-private or semi-public policy networks.

The involvement of non-state actors in world politics can hardly be characterised as novel, but intensifying economic and social exchange and the emergence of new modes of international governance have given them much greater visibility and, many would argue, a more central role. Why are non-state actors sometimes granted participation rights in international organizations? This book argues that IOs, and the states that compose them, systematically pursue their interests when granting participation rights to NSAs. This book demonstrates that NSAs have long been participants in global governance institutions, and that states and bureaucracies have not always resisted their inclusion. At the same time, this study encourages skepticism of the assumption that increasing participation should be expected with the passage of time. The result is a study that challenges some commonly held assumptions about the interests of IOs and states, while providing an interesting comparison of secretariat and state interests with regard to one particular aspect of IO institutional rule and practice: the participation of non-state actors. Addressing the regular assumption that the power of states and the efficacy of multilateral governance have simply wilted in the heat of globalization while NSAs have flourished, this work features analysis of key institutions such as UNCEF, UNDP and the Environment Programme. This book represents a conference organized by the Social Science Research Centre Berlin (WZB), the Alfred Herrhausen Society, The International Forum of the Deutsche Bank, and the Centre for the Analysis of Risk and Regulation (CARR) at the London School of Economics and Political Science (LSE) in November 2004 in London. Changes in statehood are one of the main indicators of a shift in the focus of governance onto the global level. This is manifested most clearly in the emergence and growing importance of actors that are no longer tied to national or state contexts in the traditional way, as with national parliaments, government ministries, or administrative bodies. The age of global governance is an age of international actors, such as the WTO, and of non-state actors, such as non-governmental organizations (NGOs) and transnational corporations (TNCs). The aim of the conference was to take a closer look at these non-state actors, the scope of their activities, the way they operate, and the extent to which they are perhaps more appropriately classified as "governance actors", given their function as regulators and standard setters, tasks more traditionally associated with the state.
