Transportation Resilience

This book is focused on the analysis and modelling of resilience, robustness, and vulnerability of transport systems and their complement: reliability. It provides an elaboration on their generic concepts, analysing disruptive events and nature of their impacts. It also offers an analysis and modelling of the system performances and their indicators relevant for the main actors involved. Applications of the models of performances and their resilience, robustness, and vulnerability to the selected cases of road, rail, air, and maritime transport mode affected by different internal and external disruptive events are also presented. By offering readers a systematic and comprehensive way of dealing with the topic of resilience, robustness, and vulnerability of transport systems and their complement, reliability, this book will be of interest to researchers and professionals alike within the transport industry.

Transportation officials recognize that a reliable and sustainable transportation system is needed to fulfil their agency's mission and goals. The TRB National Cooperative Highway Research Program's pre-publication draft of NCHRP Research Report 970: Mainstreaming System Resilience Concepts into Transportation Agencies: A Guide provides transportation officials with a self-assessment tool to assess the current status of an agency's efforts to improve the resilience of the transportation system through the mainstreaming of resilience concepts into agency decision-making and procedures. The tool can be applied to a broad array of natural and human-caused threats to transportation systems and services. The transport sector currently faces a number of disruptions related to geopolitics, climate change and energy security. Transport system resilience refers to the sector’s capacity to deal with, adapt to and recover from such disruptions. This report sets out the main disruptions to transport systems worldwide. It explores ways to reduce uncertainty by assessing vulnerabilities, and the main mitigation and adaptation measures required to ensure transport systems function in times of crisis.

Transport infrastructure and logistics, not least domestic food transport networks, are an integral part of agrifood systems, and play a fundamental role in ensuring physical access to food. However, the resilience of these networks has rarely been studied. This study fills this gap and analyses the structure of food transport networks for a total of 90 countries, as well as their resilience through a set of indicators. Findings show that where food is transported more locally and where the network is denser, systematic disturbances have a much lower impact. This is mostly the case for high-income countries, as well as for densely populated countries like China, India, Nigeria and Pakistan. Conversely, low-income countries have much lower levels of transport network resilience, although some exceptions exist. The study further simulates the effect of potential disruptions – namely floods – to food transport networks in three countries. The simulation illustrates the loss of network connectivity that results when links become impassable, potentially affecting millions of people. Overall, this study provides a first geospatial framework to represent and model national food transport network resilience at a global scale considering not only local production and consumption, but also international trade. It has established a new toolkit for measuring resilience, which promises further use and applications beyond this study.
