Two Decades Of Basic Education In Rural China

This book examines how educational change has progressed in three contrasting areas spread across China since 1990, exploring key issues concerning rural education in poor, rich and minority areas. Of the three areas covered in this book, the first is a rich one near Beijing; the second is in the northwest in Shanxi on the Loess plateau; and the third is in Sichuan on the high plateau leading to Tibet. Central issues include the impact of large-scale demographic change and migration, with increasing numbers of left-behind children in sending areas, and large increases in the numbers of inbound migrants in receiving areas; dramatic increases in the boarding of children in rural areas as a result of rural school merge; changing patterns of teacher deployment; recentralization of responsibilities for school financing; and growing concerns regarding horizontal and vertical inequalities in both access and participation.

This edited book explores the complex and multifaceted connections between education and migration in an Asian context from multiple perspectives. It features studies from China, Japan, India, the Philippines, Thailand, and Timor-Leste and covers diverse migration and education experiences. These experiences encompass internal and international migration and forced displacement, as well as questions surrounding education such as school choice, education provision and training as human capital; education and social inclusion; and student performance in a post-conflict context. By covering a wide range of questions and situations, the original scholarship in this book reveals how human development concerns and higher rates of movement within and outside of Asian countries operate on multiple levels in a globalized world.

Providing a comprehensive introduction to the topic of accountability and datafication in the governance of education, the World Yearbook of Education 2021 considers global policy dynamics and policy enactment processes. Chapters pay particular attention to the role of international organizations and the private sector in the promotion of performance-based accountability (PBA) in different educational settings and at multiple policy scales. Reaching out into the rural English teaching and learning environment led to compiling these chapters that exemplify the possibilities and achievements of teachers worldwide. Often with overly large classes, isolation, and few resources, English instruction leads to extrinsic success for their students with future educational, professional, and economic outcomes. In other instances, the fruits of teachers’ labor become intrinsic motivators for learners who value learning and critical thinking. English in the international curriculum has perceived value for developing human and social capital, as indicated in these authors’ personal and professional journeys. This volume was originally begun by Paul Chamness Iida, who sadly passed away in June 2021. This book sets out to examine the underlying educational implications of rapid economic transformation, using illustrative analyses of teacher labour markets during the years of unprecedented economic growth in China. Combining historic document archive and empirical micro-level quantitative data, the book examines trends in teacher labour market and their relevant consequences by investigating wage-attractiveness of the teaching profession, consequential shifts in the composition of the teacher force, implications for student learning, and emerging alternative career destinations for teacher exits. While this book focuses on a specific country case, its analytic context is broadly relevant for a range of developing countries that aspire to better understand, through an occupational choice lens, how shifting economic landscapes influence teacher career decisions and consequentially teacher quality and student learning. Teacher policy scholars, comparative education researchers, labour economists, economic and education historians, teacher union researchers, and education policy makers will find this volume of interest.

This book provides authentic accounts of the effects of the revolutionary political reform experienced in the past half century on education in Europe’s considerable rural hinterland. These reforms include the liberation of the Baltic and Eastern European states from Soviet communist domination, the ‘eurozone’ economic crises, and the current and future migration of people fleeing war and poverty from the Middle East and Africa. Overshadowing these events are so-called global forces which champion economies of scale and pressurize academic performance as keys to economic success. Trapped in this distal whirlwind of change are 1000s of small and/or rural elementary schools and the life chances of more 1000s of young children. The research presented here unveils the unseen and under-reported consequences of top-down, urban-oriented educational policies on children’s and communities’ experience of place and space. Exposure of these conditions in rural Europe is long overdue, but obscured for decades by political extremes of left and right. Yet, the lived reality of peremptory and swathing school closure programmes, and poverty inflicted on rural populations in parts of Eastern Europe is relatively unreported in the western educational literature – a situation exacerbated by the virtual invisibility of rural educational research generally. The chapters in this book reveal the insights of social science scholars from 11 European countries including those from low GDP, formerly soviet bloc countries, recently enabled to present their research at western European conferences such as the European Educational Research Association. Their research will inform and alert education academics, researchers and professionals to these rural European educational contexts. The research methodologies reported are diverse and innovative. The national context chapters are complemented by overview chapters which survey and synthesise (i) definitions and conceptualisations of rural, (ii) pan-European appraisal of educational, structural and geospatial statistics on small and rural schools, and (iii) identify key messages for better understanding of the rural situation in European research, policy and practice. Crucially, despite the gloom, the authors report positive strategies for rural school survival at governmental and/or school and community levels, that include community involvement, rural educational tourism, and deliberative inter-community school network planning.
