This annual statistical compendium from the Ministry of Defence contains a wide range of data relating to the armed forces, defence expenditure, service and civilian personnel and defence activities. Findings for the period 2003-04 include: i) defence spending was the Government's fourth highest expenditure, with a provisional outturn against the Departmental Expenditure Limits of £37.2 billion, and a total value of MoD fixed assets of £86.3 billion as of March 2003; ii) the total number of MoD personnel fell by 34 per cent between 1990 to 2004, with service personnel down by 32 per cent; iii) the proportion of serving personnel from the ethnic minorities stood at 4.9 per cent at April 2004, compared with 4.3 per cent the previous year; iv) in 2002-03, MoD net expenditure on R&D activity totalled £2.7 billion; and v) the MoD spent around £1.7 billion on conflict prevention activities worldwide during the year 2003-04.

For the period 2002/03, defence spending was the Government's fourth highest expenditure, with the total value of MoD fixed assets at around £88.3 billion as at the end of March 2002. The total number of MoD personnel fell by 35 per cent between 1990 to 2003, with service personnel down by 32 per cent. Other data findings include that the proportion of serving personnel from the ethnic minorities stood at 4.4 per cent at 1 April 2003. In 2001-02, MoD net expenditure on R&D activity totalled £2.06 billion, and the MoD spent around £1.6 billion on peacekeeping activities worldwide during the year 2002/03.

Old sergeants say, "we're here to defend democracy, not to practice it!" But are they right? The special mandate with which defence and security organizations are tasked imposes unique constraints with respect to the accommodation of diversity which differs from those faced by any other public or private organization. Yet, the compound effect of demographic, political, economic, social and legal pressures is making diversity as inevitable in the defence and security sector as in any other organization in advanced industrialized democracies. Owing in part to a dearth of research on the way the defence and security sectors can leverage diversity to enhance their functional imperatives, such sectors have been reticent about diversity. The chapters in this volume strive to enlighten the debate by laying out the concepts, clarifying theoretical issues, and providing empirical evidence. The case studies draw on Canada, Guyana, the Netherlands, South Africa, and the United Kingdom. They examine ethno-cultural, gender, and sexual-minority diversity in a variety of missions, including Bosnia-Herzegovina and Afghanistan. The chapters are notable for their methodological pluralism and interdisciplinary range including political science, sociology, anthropology, and psychology. Although scholarly in nature, the book is readily accessible to professionals and practitioners alike. This book was published as a special issue of Commonwealth and Comparative Politics.
