Defence policy is of continuing interest and concern to all nations. There are armed conflicts and new threats. Difficult choices cannot be avoided. This book has three aims. First, to identify the typical questions raised by economists when studying defence policy. Second, to show how simple economic analysis can be used to answer these questions and contribute to our understanding of defence issues. Third, to provide a critical evaluation of defence policy.

This book explores and compares the contemporary military cultures of the United States and the United Kingdom. The last decade has witnessed astonishing global events, from 9/11 and military operations in Afghanistan in the same year, to the military intervention in Libya in 2011. Western military forces have been involved in all of these campaigns and have been engaged in continuous military operations for over ten years. It is therefore now apt to focus a spotlight on the military cultures of these state-based armed forces. This book examines how contemporary American and British military culture is formed, focusing explicitly on the six major military institutions. The author dedicates a chapter to each of these institutions with each one sharing a unifying analytical framework. These chapters explore the formation and sustenance of US/UK military culture under the rubric of common themes that include social origins, transformative events, leaders, approaches to war, technology and contemporary identity. To conclude, the book considers the impact of the War on Terror on the military cultures of the US and UK, as well as likely directions for the future. This book will be of much interest to students of military studies, strategic studies, security studies and comparative politics.

Old sergeants say, "we're here to defend democracy, not to practice it!" But are they right? The special mandate with which defence and security organizations are tasked imposes unique constraints with respect to the accommodation of diversity which differs from those faced by any other public or private organization. Yet, the compound effect of demographic, political, economic, social and legal pressures is making diversity as inevitable in the defence and security sector as in any other organization in advanced industrialized democracies. Owing in part to a dearth of research on the way the defence and security sectors can leverage diversity to enhance their functional imperatives, such sectors have been reticent about diversity. The chapters in this volume strive to enlighten the debate by laying out the concepts, clarifying theoretical issues, and providing empirical evidence. The case studies draw on Canada, Guyana, the Netherlands, South Africa, and the United Kingdom. They examine ethno-cultural, gender, and sexual-minority diversity in a variety of missions, including Bosnia-Herzegovina and Afghanistan. The chapters are notable for their methodological pluralism and interdisciplinary range including political science, sociology, anthropology, and psychology. Although scholarly in nature, the book is readily accessible to professionals and practitioners alike. This book was published as a special issue of Commonwealth and Comparative Politics.

In its White Paper (published in December 2006 as Cm 6994, ISBN 0101699425) on the future of the UK's nuclear deterrent, the Government reaffirmed its commitment to maintain the submarine-based Trident weapons system. This will require the procurement of a new generation of nuclear-powered Trident submarines to replace the current fleet of Vanguard-class submarines. Following on from the Committee's earlier report on the strategic context and timetable for decision-making on the renewal of the UK's nuclear deterrent (HCP 986, session 2005-06; ISBN 0215029445), this report focuses on issues related to the UK manufacturing and skills base. These include: the level of investment needed to sustain essential infrastructure and core skills in the UK submarine construction industry; the potential consequences of a gap in the submarine building programme for the long-term viability of the domestic manufacturing and skills base; the implications of the rationalisation of the UK shipbuilding industry for the construction, maintenance and affordability of a Vanguard-class successor; and the linkage between the Government's Defence Industrial Strategy and the decision on retention, replacement or abolition of the UK's Trident system. It also examines the Government's investment programme at the Atomic Weapons Establishment and the possible impact of a new civil nuclear build programme for the retention of nuclear skills and expertise in the military sector.

The author examines the extent to which the United Kingdom (UK) has transitioned to effects-based operations to ascertain: (1) Areas where the U.S. Army could draw lessons from UK policies; (2) Areas where the U.S. Army and the British Ministry of Defence could develop integrated or complementary approaches and doctrines towards transformation for future alliance/coalition operations; and (3) Implications for the U.S. Army for working with the UK. This monograph is subdivided into four parts. Section 1 is a review of the evolution of British defence policy since the end of the Cold War and evaluates the degree to which it has adopted an effects based approach. Section 2 examines the British operational experience since the end of the Cold War including an analysis of the lessons learned and its experiences of working with allies. Section 3 analyses the UK's capability development through its doctrine and acquisition strategies. Section 4 evaluates the implications of these findings for the U.S. Army and makes 17 main recommendations.
