The UNDP–FAO Climate Action Review (CAR) Tool aims to support adaptation planners' and practitioners' transition from the planning to the implementation stages to accelerate transformative climate action in the agriculture and land-use sectors. [Author] To do so, the tool presents a practical, step-by-step approach that users can follow to identify actionable entry points for transformative change in the sector, drawing from adaptation actions included in the nationally determined contributions (NDCs) and National Adaptation Plans (NAPs), among others. [Author] The tool is flexible in nature so that it can be easily adapted to country context and the user’s strategic priorities. [Author] This user handbook aims to: Provide the background and rationale for agriculture and land-use system transformation within the context of climate change. [Author] Outline step-by-step guidance on how to apply the CAR Tool and interpret the results for evidence-based adaptation planning using participatory methods. [Author] Present guidance on the formulation of an actionable roadmap for locally relevant NDC/NAP adaptation action programming and resource mobilizations to accelerate transformative climate action in the agriculture and land-use sectors. This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.

Greenhouse gas emissions by the livestock sector could be cut by as much as 30 percent through the wider use of existing best practices and technologies. FAO conducted a detailed analysis of GHG emissions at multiple stages of various livestock supply chains, including the production and transport of animal feed, on-farm energy use, emissions from animal digestion and manure decay, as well as the post-slaughter transport, refrigeration and packaging of animal products. This report represents the most comprehensive estimate made to-date of livestocks contribution to global warming as well as the sectors potential to help tackle the problem. This publication is aimed at professionals in food and agriculture as well as policy makers.

The Koronivia joint work (KJWA) on agriculture is a decision that was reached at the UN climate conference (COP23) in November 2018, officially acknowledging the significance of the agriculture sectors in adapting to and mitigating climate change. The paragraph 2 of the KJWA decision provides a list of initial elements on which Parties were invited to submit their views. Recognizing that KJWA does not mandate the UNFCCC secretariat to produce a synthesis of submissions made, a number of Parties attending the Dialogue suggested that FAO might provide a factual summary of the submissions. The analysis takes into consideration the 21 KJWA submissions made by Parties and 27 by observers and published by 20th of May 2018 on the UNFCCC submission portal, as well as the African Group of Negotiators (AGN) and Least Developed Countries (LDC) group submissions.

Until recently, considerably more attention was paid to using forests to mitigate climate change, through the absorption of carbon dioxide (CO2) from the atmosphere, than there was on considering the need to adapt forests to avoid the worst effects that climate change could have on them. The switch from a mitigation-heavy approach to one that considers adaptation in a more balanced manner underscores the need to have approaches to assess the vulnerability of forests to climate change. One reason for this more balanced focus may be due to the realization by the broader public, governmental organizations and the forest science community that the climate change that has already occurred is permanent in human terms, because it takes centuries for much of the CO2 emitted from fossil fuel sources to be removed from the atmosphere. There are already substantial impacts that are being seen in the world’s forests. These impacts are certain to continue increasing until CO2 emissions drop to lower levels. For that reason, adaptation of the world’s forests requires attention. The approaches to assessing vulnerability can be categorized according to the focus they each provide. Contextual vulnerability addresses current issues of climate and is usually evaluated using participatory techniques with people who live in, or work with, forests. Outcome vulnerability looks at the biophysical vulnerability of forests; it is often used to assess the cause-and-effect of climate change on a biological system. Vulnerability assessments can be highly technical and quantitative, using advanced computer programs and geographic information systems, or they can be based on social science approaches to obtaining qualitative information from people.

Climate change is a major challenge for agriculture, a vital source of food, income and employment for most of the world’s poor. Agricultural investments, as a result, need to become more climate sensitive. This is as true for general agricultural investments focused on development outcomes as for projects specifically addressing climate change adaptation and mitigation. This comprehensive knowledge product provides investment practitioners with practical reference material on integrating climate risk considerations at all stages of the investment project cycle, from design to implementation, monitoring and evaluation. Produced by multidisciplinary teams across FAO, the knowledge product is organized as a compendium of modules and thematic sections. It builds on a 2012 FAO guidance document and draws on the most recent information and data sources, including the latest Intergovernmental Panel on Climate Change (IPCC) reports. It also showcases FAO-developed tools, tested approaches and selected experiences, and discusses climate financing opportunities for agriculture.

Climate change is impacting global food production systems, making the challenge of feeding the world’s growing population more difficult than ever before. The tropical fruit sector is particularly at risk from the negative impacts of climate change driven by rising temperatures, extreme weather events, and associated challenges such as water stress and increased pests and diseases. This poses significant risks for the long-term sustainability of production and trade of important tropical fruits including pineapple. Recognizing these challenges, the Responsible Fruits Project has developed this technical guide on climate change adaptation for the pineapple export industry. The guide is for producers and exporters of pineapple who are interested in learning more about climate change in the context of their own business systems. It was developed through a consultative process with pineapple companies and producer organizations participating in the Responsible Fruits Project. The purpose of this technical guide is to: • Provide up-to-date information on recent and predicted climate change effects and trends in key pineapple producing and exporting countries. • Identify climate change risks and impacts on the production and trade of pineapple. • Identify adaptation practices and recommendations that may help to address these risks, minimize negative impacts and build resilience. • Share good practices adopted by companies to address specific climate-related production risks in a sustainable manner. • Identify gaps in information, research and technical solutions needed to strengthen the availability and adoption of adaptation practices.
