Striking the right fit between resources, processes, and outcomes in complex environments, where different groups have something to contribute towards joint outcomes, even though they partake in joint operations in the pursuit of their own objectives This is what intelligent governance is all about. It is the practical application of an evolving worldview that is a less conflictive, more intelligent, more cooperative and a wiser mode of human coordination. This short book proposes some guideposts for intelligent governance. It does not put forward a rigid blueprint or a recipe that could mechanically and blindly be followed, but a prototype for a process of inquiry seeking to help organizations find a way forward (through innovation and value adding), some general indications about the most toxic pitfalls likely to materialize mental prisons, lack of mindfulness, etc. and comments about the most promising opportunities or initiatives likely to nudge the coordinating inquiries into successful directions.

Questions about the supply of highly qualified graduates in Canada are examined. Attention is directed to the following concerns: the need for more adequate statistical information about Canadian postsecondary education and about current and future requirements for highly qualified graduates; the problems of maintaining equilibrium in the period of growth in Canadian higher education from 1945 to 1975; the current state of Canadian higher education, especially problems and uncertainties about enrollments and finances and the relationship of these to the development of Canadian studies; Canadian requirements for highly qualified graduates; the age structure of the professoriate and the lack of jobs for young scholars in Canada; the question of faculty citizenship (i.e., hiring Canadians for Canadian universities); the human resource questions arising from the national goals set for research and development; the status of women in Canadian academic life and the implications for teaching and research about Canada; and the role of foreign students in the promotion of knowledge about Canada. Recommendations are focused to specific organizations, institutions, and government agencies. Appended are a bibliography and guidelines on Canadianization and the university. (SW)

This book began as a collection of papers presented at a conference entitled ‘The Future Business of Higher Education’ held at Oxford University. The contributions range from those who grapple with the question of what a University should do, through those concerned with making Higher Education more efficient, to some who were already planning for some technologically inevitable virtual future. These disparate leanings led to inevitable conflict and a challenge in editing into book form. In compiling and editing the chapters the editor has tried to preserve some of the diversity of opinion presented at Oxford. By doing so it is apparent that some individual contributors would find unacceptable much of what others in the book have to say. The traditionalists clash with the modernizers, the Left with the Right, Public with Private and the theorists with the practitioners. It is this very divergence of philosophical opinion as to the future of Higher Education that makes this book such an enjoyable and stimulating read.
