Urban Water Supply In Mexico

This book addresses the technical, health, regulatory, and social aspects of ground water withdrawals, water use, and water quality in the metropolitan area of Mexico City, and makes recommendations to improve the balance of water supply, water demand, and water conservation. The study came about through a nongovernmental partnership between the U.S. National Academy of Sciences' National Research Council and the Mexican Academies of Science and Engineering. This book examines the role played by business in urban water governance by analyzing the evolution of the global private water sector along with four public-private partnerships in Mexico and the U.S. The local nature of water services often hides the global developments behind the rise of transnational water corporations, which have gone from being local operators to becoming dynamic and powerful actors within an interconnected transnational space for water. This book focuses on the French groups Veolia and Suez, two of the most prominent private actors in global water governance, and the development and adaptation strategies of both companies in the cities of Aguascalientes, Mexico City, Atlanta, and Milwaukee over the past 30 years. Drawing on over 100 interviews conducted with corporate executives, public authorities, and local users of water services, this book moves beyond the simplistic dichotomy of the public-private debate and develops a theoretical framework that analyzes the economic and political power wielded by transnational business actors in global water governance. Not only does the book explain how Veolia and Suez strategically mobilize resources at difference scales in order to expand their global operations, but it also provides a nuanced picture of how state regulation remains of central importance to understanding the dynamics and evolution of the global water sector. Many cities in Latin America and the Caribbean are experiencing a water crisis as sources become exhausted or degraded. Urbanization, deteriorating infrastructures with a lack of funds for repairs, and inadequate polices are conspiring to cause water shortages. People are becoming concentrated in megacities, such as Mexico City with a population of almost 23 million, that have outgrown their water-supply systems. In the early 1990s Mexico City's Federal District (the D.F.) initiated a series of service contracts with four operators in the private sector, each to be implemented in three stages over ten years. The idea was to introduce competitive pressures and to find out if a "gradualist" aaproach would reduce social and political opposition to private sector involvement and would allow the government to address pricing problems and strengthen regulatory arrangements.

This book presents several complex case studies related to water management and planning in the context of pollution, growing demands, and global climate change in Mexico, but which are also relevant for other countries in Latin America. These concerns are of critical importance for policymakers who are coping with multiple conflicting interests. Water availability in Mexico is polarized, with abundant rainfall and large rivers in the south, and desert-like conditions in the north. The central region, which is the most industrialized, is overpopulated. Mexico City pours millions of cubic meters of “blackwater” into the northern valley daily and receives its clean water from the south. To address these unsustainable conditions, the world's 4th biggest water treatment plant went into operation in 2018. The water infrastructure and governance must satisfy the demands of all sectors, including agricultural, urban, and economic activities. At the same time, water resources are affected by drought, and climate change puts constraints on the supply. As such, regulation and monitoring are important when it comes to adherence to agreed plans and priorities. The book is divided into four sections. 1: Water Availability discusses quantitative aspects, such as supply, methods of calculation, and fracking. 2: Water Quality highlights pollution risks and diagnosis of water resources. 3: Water Allocation examines the sectoral demands and vulnerability due to unsustainable irrigation. 4: Water Governance and Management focuses on laws, urban rules, national parks, planning, and integrated water resources management, among other topics. The chapters include illustrative case studies in Mexico, such as basins, cities, reservoirs, and aquifers, water supply demand assessment, planning, and management.
