Uzbekistan Quality Job Creation As A Cornerstone For Sustainable Economic Growth

Uzbekistan has achieved sustained growth through its gradual transition to a market-based economy through cautious economic policy reforms. Despite its gradual approach to development challenges, the country experienced the smallest output decline among former Soviet economies and enjoyed high rates of economic growth from 2004 to 2015, largely driven by the high prices of its major export commodities. However, the drop in the global prices of many key commodities in recent years have severely impacted Uzbekistan's economy. Under these circumstances, the new government introduced major reforms. The pace of reform is unprecedented. The government has formulated its long-term economic strategy in its Vision 2030, which aims to double the country's gross domestic product by 2030 through a program of economic diversification. This book analyzes how Uzbekistan can boost sustainable economic growth to create more and better jobs. It considers how the country can consolidate achievements from recent policy reforms and maintain reform efforts to accelerate sustainable growth. Policy recommendations cover fostering macroeconomic stability, increasing investment in physical infrastructure, enhancing human capital, improving firms' access to finance, and lowering barriers to international trade and foreign investment inflows.

While the application of 4IR technologies spell opportunities for productivity growth and income gains, they also create challenges, including job losses. Investing in skills for 4IR and incorporating 4IR technologies in the delivery of training can smoothen the transition to 4IR workplaces. To provide insights on the opportunities of 4IR, studies were undertaken in three countries—Azerbaijan, Pakistan, and Uzbekistan. This report, focusing on Uzbekistan, presents evidence from surveys of employers and training institutions, as well as an analysis of job portals for the agro-processing and transportation and storage sectors. It lays out policy directions and actions to harness the benefits of 4IR for growth, employment, and inclusive development.

This book reviews and analyses the comprehensive socioeconomic reforms undertaken in Uzbekistan since 2016 by the government led by President Shavkat Mirziyoyev. The volume takes the reader through the different sectors of the economy and the effects of reforms on the country’s citizens. The various developments are detailed, examining the gains and the gaps in terms of policy and implementation. Using the broad tools of economics and, in particular, of development economics, the authors present evidence to drive their conclusions and recommendations, and also draw on comparative cases from policy and practice to illustrate alternative approaches and results from measures in other transition countries. Implementing Uzbekistan’s ambitious economic transformation into a market economy is a challenging process that takes time. This book provides the first systematic and comprehensive discussion of the government’s reform areas, including the macroeconomic fundamentals, business and investment climate, the energy, transport, health, education, social protection, financial, banking and agriculture sectors, regional trade, tourism and transport connectivity, reform of state-owned enterprises, as well as public services, citizen engagement and gender equality.

Russia’s war against Ukraine and the international sanctions introduced against the former have had an unexpectedly mild impact on Central Asia, despite the region’s deep economic dependence on its northern neighbour. Notwithstanding high inflation, the five Central Asian states – Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan – have so far shown surprising resilience to the economic headwinds.

This book examines the involvement of the European Union (EU) and China in Central Asia and critically assesses the implications this has for the region as a whole. The volume adopts a comprehensive, interdisciplinary approach, combining insights from International Relations, EU Studies, International Economics, International Law, Sinology, and History. It concentrates on three thematic levels: (1) historical and contextual, (2) geopolitical and geo-economic, and (3) socio-cultural and institutional. Azerbaijan has set the course for the economy to reduce its dependence on oil by promoting new drivers of growth. By 2025, under the government’s Strategic Roads Maps, a more diversified economy should take shape led by three sectors: agriculture, tourism, and manufacturing. Bold reforms need to strengthen areas of the economy that could otherwise impede this transition, and policy makers must resolutely stay on the reform path. The core message of this publication is diversification toward non-oil sources of growth alongside efforts to reduce macroeconomic risks and the high cost of finance, make the education system responsive to the needs of the labor market, close infrastructure gaps, and help economically significant state-owned enterprises become more efficient.
