This book provides an overview of vocational-technical education and training (VTET) in the 10 member countries of the Southeast Asian Ministers of Education Organisation (SAMEO). The book begins with an introduction explaining the objectives and methodology of the cooperative research project on which the study was based. Each of the 10 subsequent chapters detail the study findings regarding one of the following countries: Brunei Darussalam; Cambodia; Republic of Indonesia; Lao People's Democratic Republic; Malaysia; Union of Myanmar; Republic of Philippines; Singapore; Kingdom of Thailand; and The Socialist Republic of Viet Nam. All chapters place special emphasis on the country's VTET accreditation and certification systems. One of the committees of the Organisation for Economic Cooperation and Development (OECD) examined the vocational education and training policies of its member countries. The committee identified a number of significant policy directions that are emerging in OECD countries. Among these are an enhanced political commitment to providing vocational training, a strengthening of the economic and social roles of vocational education, and a raising of the quality of vocational education, training and skills of the labor force. Analysis of the vocational education and training policies of individual OECD-member countries reveals particular emphasis on the contributions vocational education can bring to innovation, to technology, to the supply of labor, and to productivity and economic development. In addition, many OECD-member countries are in the process of reforming their mechanisms for financing initial and further skills training. If these reforms are to succeed, the following key issues must be addressed: the share of costs among firms, and between the state and firms; the costs of combined work and training; and the development of financing arrangements that are flexible enough to respond to changes in work content and in the labor force. One of a series of studies on vocational education and training, this review assesses vocational education and training (VET) in Thailand and provides policy recommendations. VET has the potential to provide relevant education and training opportunities to young people and adults in Thailand, especially as the demand for technical skills is high. This can be achieved by building on the strengths of the system, including a strong postsecondary vocational system and a small but dynamic dual system. However, it remains an unattractive option for many students in Thailand, because of a poor image among students and parents, quality issues, a hard-to-navigate system and limited progression pathways. Additional efforts are therefore needed to align the mix of provision with the needs of the Thai labour market. This review provides recommendations on how to improve access to programmes, reduce inequalities in access to high-quality institutions and programmes, make better use of skills intelligence to inform education and training policies, and engage employers in the design and delivery of vocational education and training, including work-based learning.
