Voluntary Guidelines On National Forest Monitoring

National information needs on forests have grown considerably in recent years, evolving from forest area and growing stock information to key aspects of sustainable forest management, such as the role of forests in the conservation of biodiversity and the provision of other ecosystem services. More recently, information on changes in carbon stocks, socio-economic aspects including the contribution to livelihoods and poverty reduction, governance and broader land use issues has become critical for national planning.

The Food and Agriculture Organization of the United Nations (FAO) has been providing support to member countries on national forest monitoring for decades. Best practices and lessons learned from this support are summarized in FAO´s Voluntary guidelines on national forest monitoring (VGNFM). The guidelines provide principles, elements and best practices for the establishment and implementation of a multipurpose National Forest Monitoring System (NFMS). The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.

Three options for the sampling design of the field plot clusters of NAFORMA II biophysical survey are compared in this report. Option 1 consists of re-measuring all NAFORMA I field sample plots (3 205 clusters) and Option 2 of re-measuring only those that were established as permanent (848 clusters). The recommended Option 3 is a compromise between these two “extreme” options: Re-measure a subset (1 405 clusters) of NAFORMA I field sample plots including (almost) all permanent clusters and a carefully selected set of other NAFORMA I field plot clusters to obtain a uniform sample within each TFS zone. Design Option 3 has the following features: •Sampling intensity is uniform within each TFS zone. This makes it simple to use the data. For example, mean volumes can be estimated by averages over the plots. •The selected clusters are well-spread over the target population. •The anticipated precision of land-class area and mean wood volume relative to sample size is nearly as good as that of NAFORMA I. •All proposed clusters were measured in NAFORMA I, which enables precise estimation of change based on repeated measurements. The costs and precision were anticipated by utilizing NAFORMA I field data, information about subsequent improvements in the road network, and changes in land-use using satellite imaging derived land-class maps.

National forest inventories (NFIs) are one of the main sources of forest information. This book describes the importance and history of NFIs in Latin America and the Caribbean, a region that is particularly relevant due to the extension and biodiversity of its forests. Methodologies for data collection and measurement of the most relevant indicators in 21 countries are addressed. In addition, similarities and differences in IFN designs, challenges and opportunities, and prospects for the future are examined. This analysis demonstrates that the information generated by the countries is diverse and must be harmonized to meet the commitments and opportunities for sustainable forest management in the 21st century. This publication represents a milestone in the beginning of the harmonization process towards data transparency within the forestry sector in Latin America and the Caribbean and constitutes the first collaborative effort of a network of NFI experts and collaborators in the region.

The book presents the current state and good practices of national forest inventories in monitoring wood resources and demonstrates pathways for harmonisation and improved common reporting. Beyond a general overview over availability and use of wood resources in different countries, it provides a unique collection of original contributions from national forest inventory experts with in-depth descriptions of current NFI methods in assessing wood availability and wood use in European countries, and selected countries from America and Asia.The main topics are national definitions and improvements in common reporting of forests available for wood supply, stem quality and assortments, estimation of change including growth and drain, and tree resources outside forest land. The book is a must-have for everyone who is contributing to national forest inventories either methodologically or operatively, for people who want or need to understand national forest inventory provided data and information on the availability of wood resources. By providing profound knowledge it is a valuable basis for scientists involved in scenario modelling and analysing effects of climate change, as well as individuals in private organisations and public administrations promoting the sustainable use of natural resources and the potential of green economy.

Over the past ten years, REDD+ countries have made substantial advances in developing and operationalizing their National Forest Monitoring Systems (NFMS), to comply with measuring, reporting and verification (MRV) commitments for REDD+ under UNFCCC, as well as to provide better forest data to effectively support decision-making and domestic policies. In order to support developing countries in moving towards a more solid institutional setting, this paper provides a basis for understanding the importance of institutionalizing an NFMS within each country, particularly from a legal, financial and capacity-building perspective.

The People’s Republic of China (China) has been one of FAO’s main partners in the promotion of South-South and triangular cooperation. In terms of cooperation among developing countries, China upholds the principles of equality and mutual trust, building equal partnerships with parity of ownership and responsibility, mutual benefit and win–win cooperation, which are highly valued by FAO. Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. After more than two decades of increasing collaboration in supporting flows of technical assistance between developing countries, FAO and China established in 2009 the FAO-China South-South Cooperation Programme, supported by a Chinese Trust Fund of USD 80 million. This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.

This report provides an update on Reducing Emissions from Deforestation and Degradation Plus1 (REDD+) forest reference (emission) levels (FREL/FRLs) and REDD+ results submitted to the United Nations Framework Convention on Climate Change (UNFCCC), and relevant developments under the Green Climate Fund concerningREDD+ results-based payments. It illustrates the choices countries have made when constructing their FREL/FRLs and areas for improvement identified during technical assessments. Such information can help countries to learn from each other.
