The book presents detailed case studies examining the Rhône Basin in the Canton Valais, Switzerland and the Aconcagua Basin in Valparaiso, Chile. In order to understand and assess the interplay of complex and interlinked environmental and socio-economic issues, the author looks beyond the technology, modelling, engineering and infrastructure associated with water resources management and climate change adaptation, to assess the decision-making environment within which water and adaptation policy and practices are devised and executed.

Water is becoming one of the world's most crucial concerns. A third of the world's population has severe water shortage, while three quarters of the global population lives in deltas which run the risk of severe flooding. In addition, many more face problems of poor water quality. While it is apparent that drastic action should be taken, in reality, water problems are complex and not at all easy to resolve. There are many stakeholders involved - industries, local municipalities, farmers, the recreational sector, environmental organisations, and others - who all approach the problems and possible solutions differently. This requires delicate ways of governing multi-actor processes. This book approaches the concept of 'water management' from an interdisciplinary and non-technical, but governance orientation. It departs from the fragmented nature of water management, showing how these lack cooperation, joint responsibility and integration and instead argues that the capacity to connect to other domains, levels, scales, organizations and actors is of utmost importance. Connective capacity revolves around connecting arrangements (such as institutions), actors (for instance individuals) and approaches (such as instruments). These three carriers of connectedness can be applied to different focal points (the objects of fragmentation and integration in water management). The book distinguishes five different focal points: (1) government layers and levels; (2) sectors and domains; (3) time orientation of the long and the short term; (4) perceptions and actor frames; (5) public and private spheres. Each contributor pays attention to a specific combination of one focal point and one connective carrier. Bringing together case studies from countries including The Netherlands, United Kingdom, Romania, Sweden, Finland, Italy, India, Canada and the United States, the book focuses on the question of how to deal with the various sources of fragmentation in water governance by organizing meaningful connections and developing 'connective capacity'. In doing so, it provides useful scientific and practical insights into how 'connective capacity' in water governance can be enhanced.

As the evidence for human-induced climate change becomes more obvious, so too does the realisation that it will harshly impact on the natural environment as well as on socio-economic systems. Addressing the unpredictability of multiple sources of global change makes the capacity of governance systems to deal with uncertainty and surprise essential. However, how all these complex processes act in concert and under which conditions they lead to the sustainable governance of environmental resources are questions that have remained relatively unanswered. This book aims at addressing this fundamental gap, using as case examples the basins of the Po River in Northern Italy and the Syr Darya River in Kyrgyzstan. The opening chapter addresses the challenges of governing water in times of climate and other changes. Chapter Two reviews water governance through history and science. The third chapter outlines a conceptual framework for studying institutional adaptive capacity. The next two chapters offer detailed case studies of the Po and Syr Darya rivers, followed by a chapter-length analysis and comparison of adaptive water resources management in the two regions. The discussion includes a description of resistant, reactive and proactive institutions and puts forward ideas on how water governance regimes can transition from resistant to proactive. The final chapter takes a high-level view of lessons learned and how to transform these into policy recommendations and offers a perspective on embracing uncertainty and meeting future challenges.

The main focus of this book is sustainable management of water resources in a changing climate. The book also addresses the question of how to define and measure the sustainability of Integrated Water Resources Management (IWRM). The sustainability of IWRM is an important issue when planning and/or developing policies that consider the impact of climate change, water governance and ecohydrology in the context of a more holistic approach to ensure sustainable management of water resources. Sustainable IWRM is more about processes, and relatively little systematic or rigorous work has been done to articulate what components are the most essential to ensure the ongoing sustainability of IWRM efforts. The chapters cover topics including global prospective of IWRM; allocation of environmental flows in IWRM; echohydrology, water resources and environmental sustainability; climate change and IWRM; IWRM and water governance including social, economic, public health and cultural aspects; climate change resiliency actions related to water resources management sustainability and tools in support of sustainability for IWRM. In an increasingly global community of researchers and practitioners, new technologies and communication means have made the transfer of policies from one country or region to another progressively more prevalent. There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. Yet it is also shown that some countries are facing pressing and similar water management issues that cut across national borders, and hence the transfer of knowledge may be beneficial.
